- The U.S. Department of Commerce, National Marine Sanctuary Program, Florida Keys National Marine Sanctuary, Key West, FL., intends award a purchase order to develop and implement an ?Early Warning System? to predict the onset of mass coral bleaching in the Florida Keys. The information will allow the government to better assess, communication, and respond to mass bleaching events. The Early Warning System will consist of three elements designed to detect each of these stages: climate monitoring, sea temperature, monitoring, and volunteer observations. The Contractor shall: Monitor environmental conditions (both climatic and sea temperature) using volunteers to provide early warning coral bleaching based on field observations; and coordinate involvement of relevant experts. Offeror must be able to: Demonstrate experience managing volunteer monitoring programs in collecting observations on extreme events in the Florida Keys National Marine Sanctuary. Have knowledge of the Florida Keys coral reef ecosystem. Have knowledge of the existing relevant research in the Florida Keys, 4) Demonstrate scientific expertise for data synthesis and interpretation relevant to coral bleaching or other episodic events, and demonstrate familiarity with appropriate environmental data sets and the individuals and organizations that collect these data sets, Contractor should be accredited in the area of marine science and education. The government prefers that the contractor resides locally during the entire contract period (within 50 miles). Period of performance shall begin on or about May 7, 2007 and continue through September 30, 2007. The NAICS code for this action is 541620. This service is being procured under the guidelines of FAR Part 12, Commercial Items Procedures. Interested parties can request a copy of the Request for Quotation on or about April 18, 2007.
