Description
The NATO Undersea Research Center (NURC) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the procurement of hardware/software technical support services. NURC is serving as the Host Nation for this project, which was authorized by the MBC. NURC intends to use the sealed bid, two envelope bidding procedure. Partial bidding may be allowed at the discretion of the NURC. The estimated value of this project is not available at this time. Award of the contract will go to the lowest compliance bidder. The reference for this project is ACT-NURC-07-09 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIB-ACT-NURC-07-09. The NURC General Contract Provisions for engineering and civil works are available at http://www.nurc.nato.int/about/suppliers.htm SCOPE OF PROJECT The NURC is looking for hardware/software technical support services to be performed by 3 outsourced IT specialists who would operate within the NURC IT structure. The 3 IT specialists will operate the Helpdesk of the NURC Communications and Information Systems (CIS) Office. They will respond to internal user requests, install and maintain NURC hardware (server, PC, printers, net, and other devices), install and maintain NURC Operating Systems (Windows 2003 Server Active Directory, Windows XP, Windows Professional, Linux, HP Unix) and Client Server applications. The 3 IT specialists must have a minimum 2 years experience in IT support and systems implementation and must be fluent in English. Estimated level of effort: 360 working days for 2007. The delivery location is La Spezia, Italy. There may be a requirement to travel to additional sites or to operate on research vessels. Type of Contract: All inclusive fixed daily rate. The IFIB package will contain material at the level of NATO UNCLASSIFIED. Contractor personnel performing services under the contract must be citizens of a NATO nation and must possess a valid NAOT security clearance at the SECRET level. Please note that it is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for all personnel assigned to the contract. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. IMPORTANT DEADLINES 1. Deadline for requesting that Department of Commerce issue Declaration of Eligibility: 7 May 2007 2. Target date for release of IFIB: 14 May 2007 3. Planned bid closing date: 25 June 2007 4. Period of performance: 1 July 2007 to 31 December 2007 with option for renewal on a yearly basis up to four times.
