Description
The U.S. Fish and Wildlife Service (Service) is soliciting qualifications for interpretive support services for field stations in the Northeast Region. The Region encompasses the states of Maine, New Hampshire, Connecticut, Vermont, Massachusetts, Pennsylvania, Maryland, Delaware, Virginia, New York, New Jersey, Rhode Island and West Virginia. This contract is designed to respond to the needs in Region 5 for new exhibits, and the rehabilitation of and additions to, existing exhibits. Contractors with design and fabrication capabilities within the company are encouraged to submit qualifications. Service facilities include, but are not limited to, visitor facilities, field offices visitor contact areas, outdoor kiosks, and other outdoor facilities. The interpretive products will be used to demonstrate the natural and cultural values of Service lands, facilities, management programs, and associated plant and wildlife. The work will involve travel to the field stations and other locations for the purpose of planning and subject research, preparing cost estimates, inspecting and evaluating sites, assessing rehabilitation of existing exhibits, designing, fabricating, and installing exhibits. For the purpose of this contract, "exhibit" is defined as including, but not limited to, any of the following or combination thereof: interactive exhibits with moveable parts and electronics, dioramas and associated cabinetry, interpretive panels, audio/visual programs and equipment, graphics, photomurals, background paintings, multi-media programs and equipment, animatronics and other audio mechanicals, sound systems, photographs, interior and exterior signs, and sales display fixtures. All exhibits must be accessible to persons with disabilities by incorporating ABA/ADA accessibility standards. Services will be obtained through a negotiated indefinite delivery contract for a term of one base year with four option years. Task orders will be issued for each project as a result of negotiated level of effort. Travel and other reimbursable costs shall be in accordance with the current rates for Federal Employees. Evaluation factors are: (1) Past performance, to include cost control, quality of work, and compliance with performance schedules (30%); (2) Demonstrated specialized experience and technical competence in producing a variety of media (20%); (3) Demonstrated professional ability to clearly communicate intended message of clients (20%); (4) Resources (personnel, facilities, equipment) to accomplish required volume of work in a timely manner (20%); (5) Proximity to East Coast airports with regularly scheduled flights (10%). Qualifications of firms will be compared and rated by applying a numeric rating system to the evaluation factors listed above. The top rated firms will be short listed and an oral presentation may be requested as well as Personnel Hourly Rates. The intent of the government is to award 3-5 contracts to firms qualifying as "best value" to the government.
