Description
The VA VISN 22 Network 22 Logistics Office, Long Beach California intends to enter into a sole source contract with Johns Hopkins Bloomberg School of Public Health 624 N. Broadway, Suite 750, Baltimore, MD 21205. This BOS announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.302-1-only one responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect through Federal Acquisition Circular 2005-16. A justification for other than full and open competition has been prepared in support of this acquisition. Request for Quotation is RFQ VA-262-07-RQ-0022FF. The North American Industry Classification System Code (NAICS) is 541710. The VA San Diego Healthcare System is procuring services from Dr. Debra Roter from Johns Hopkins Bloomberg School of Public Health as the sole provider for Dr. Zia Agha for the Telemedicine Project: TEL, 20-036. The Dr's responsibilities shall include the overall scientific integrity of the project in regards to the quantitative and qualitative videotape analysis, including adaptation of the RIAS coding software for assessment of telemedicine visits. The Dr. shall assist the project principal investigator and study statistician in the development of analytic models relating coded communication to the study outcome. The Dr. shall all participate in the preparation of study reports and manuscripts. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all proposals received by 4:00 PM Pacific Standard Time April 24, 2007. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document exists and no telephone inquiries will be accepted.
