- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of the Office of the Secretary of the Army and the Chief of Staff, intends to procure Financial Management Support services as a small business set-aside or under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern under NAICS code 541611 with a size standard of 6.5 million are encouraged to submit their capability package s outlining their experience in the following key areas or tasks. Analytical and implementation support for financial management initiatives. Managers and executives in the Office Assistant Sectretary of the Army (Financial Management and Comptroller) frequently identify high-priority business initiatives that require s pecial analysis. These initiatives must be analyzed and evaluated, the associated issues identified, potential solutions developed, and recommendations presented, usually on compressed schedules and often with the potential for significant impact on Army resources. These tasks require analytical support by personnel with extensive experience in Army and DoD resource management, and in the organization and relationships among HQDA and its subordinate organizations. The contractor shall provide services fo r support of FM&C and G-8. 1.) The contractor shall support senior executives by identifying and analyzing issues and providing recommended solutions involving the integration of financial management issues with Army-level strategies, goals, and objectives. This includes but is no t limited to the following: Developing and integrating strategic goals and objectives; ensuring that organizational goals, objectives, structure, and assignment of responsibilities are consistent with and integrated with one another; ensuring that financi al management issues are properly reflected in such top-level Army documents as the Army Posture Statement; analyzing the Armys financial management policies and procedures to ensure that they are consistent with and supportive of the policies and procedu res established by higher headquarters; analyzing the Armys financial management policies and procedures to ensure that they are consistent with and supportive of new or evolving Army missions; identifying gaps where financial management policies and proc edures are needed but do not exist, and providing recommended policies and procedures to fill the need. 2.) The contractor shall assist in the preparation of briefings, speeches, and other presentations prepared for use by senior executives to both Army and external audiences. The contractor shall have recent experience in addressing issues of interest to the Armys most senior resource managers. This experience should include but is not necessarily limited to such functions as providing quick-turnaround analyses of critical financial management issues; developing and presenting information and decision br iefings; and preparing speeches, journal articles, and similar material for use by senior managers. The issues of interest may include but are not necessarily limited to financial management policy and procedures and the financial management aspects of pr ograms such as the Logistics Civil Augmentation Program, Lean Six Sigma, and personnel management issues. 3.) The contractor shall assist in implementing approved solutions. This includes but is not limited to the following: Drafting proposed legislation; drafting proposed changes to, or complete rewrites of, existing Army regulations and other documents tha t establish policies and procedures; drafting correspondence to be issued to subordinate organizations; drafting correspondence to OSD or the Office of Management and Budget (OMB) to forward proposed positions and solutions; planning and participating in briefings and meetings with OSD and OMB to present and discuss Army positi ons and solutions; planning and conducting meetings and training sessions to explain new or revised policies and procedures to government personnel. 4.) The contractor shall assist in the preparation and issuance of annual documents that support the formulation, submission, and defense of the Army program and budget. This includes but is not limited to the publication of Resource Formulation Guide (R FG) Volume 3, Integrated Program and Budget Data Call; and the development, preparation, and publication of briefings and booklets associated with the release of the Armys portion of the Presidents Budget; 5.) The contractor shall plan, organize, and conduct training and professional development events. This includes: a) Providing administrative and logistical support for an annual Army-wide Planning, Programming, Budget Execution conference hosted by FM&C and G-8. This will include providing for conference registration via the Worldwide Web; developing the conference agenda and arranging for guest speakers; developing and issuing instructions to attendees regarding transportation, lodging, and similar items; arranging for conference facilities, to include audio-visual support; providing on-site support for administrati ve and logistical functions during the conference; submitting an after-action report following the conference; and ensuring that conference materials are maintained on the government-designated website. b) Planning, organizing, and conducting the Army PPBE Training Course, a two-day session that is conducted up to six times per year. This will include providing recommendations regarding course scheduling; issuing announcements regarding the course schedu le and accepting requests for attendance; arranging for training facilities, to include audio-visual support; arranging for instructors from other HQDA agencies; preparing and presenting substantive instruction for the programming and budgeting phases of P PBE; ensuring that course materials are reproduced as needed for the classroom instruction; ensuring that course completion records are maintained and course completion certificates are prepared for attendees; and ensuring that current course materials are maintained on the government-designated website. c) Authoring, or co-authoring with government personnel, one article per year for publication in the Armys Resource Management publication or similar professional journal. The article will address a timely topic in the area of Army resource management. The topic may be designated by the government or approved by the government following the contractors recommendation. d) Updating volumes of the RFG that address the procedures applicable to HQDA-level implementation of the PPBE process. This includes but is not limited to the following topics: automated systems supporting PPBE; formulation, submission, and defense of t he Program Objective Memorandum, the Program and Budget Review, and the Presidents Budget; and the overview of the PPBE process. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 3:00 p.m. on 23 April 2007, the requirement will be solicited a s a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requ irement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. No other synopsis will be posted for this req uirement. Waters. A Time and Material contract with a Firm Fixed Price Labor Hour is anticipated. The period of performance will be for a base period with four one year periods. The place of performance will be at the Pentagon. Contractor personnel will require a current secret clearance. A written Request for Proposal (RFP) will be posted on or abo ut 27 April 2007.
