Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of Army G-3/5/7 Battle Command Directorate, intends to procure technical, analytical, systems engineering, programmatic and scientific support services, as a small business set -aside or under full and open procedures. Only small businesses are to submit capability packages. The package is not to exceed 20 pages (past performance history is not counted in page limit). Interested small businesses that are certified and qualifie d as a small business concern in NAICS code 541990 with a size standard of $6.5M are encouraged to submit their capability packages outlining their experience in the following key areas: contractor shall provide services to the Battle Command Directorate, focusing on four Divisions with unique mission sets. The contractor must provide, at a minimum, a workforce that has the following skill sets: Training and Doctrine Command certified instructors; recent DOD /land component command experience; DOD acquisit ion experience; familiarity with Army organizations tactical through Army staff; major command staff experience, preferably Army staff or Joint staff; knowledge of architecture development; Information technology (networks design/familiarity); Information Assurance policies; concepts development; Software engineering; Future Combat Systems familiarity; computer engineering/webpage development; software/application certification processes; Modeling and Simulations; course design/curriculum oversight/instruct ional expertise; familiarity with DOD budget processes and Army budget processes; JCIDS development; Joint Tactical Radio System experience; developing and implementing conferences; portfolio management; systems engineering; program management. Respondents must answer the following questions in their capability statements: 1) What expertise and experience does the contractor have involving subject matter expertise in the area of Battle Command (Command and Control, Intelligence/Surveillance/Reconnaissance, Networks, Logistics) integration and synchronization, modeling and s imulations, capabilities generation, functional area proponency, and MDEP management? 2) Company Capabilities must support five general areas. 2.1 Current Operations Support. Contractor must demonstrate knowledge/expertise with Army/Joint staffing procedures, army organization, program analysis, capabilities development, force development/capability fielding, tactical radios/networks, strategic communications systems/networks, application/software testing/certification, command and control systems, intelligence/surveillance/reconnaissance systems, logistics systems. 2.2 Future Operations Support. Contractor must demonstrate knowledge/expertise with Army/Joint staffing procedures, Army organization, command and control and networks concepts and policy, strategic planning, DOD processes to include capabilities developm ent (JCIDS) processes, acquisition processes, portfolio management, information technology, architecture development and management, information assurance solutions, conference/strategic communications development and implementation, knowledge management, systems engineering, data standards, geospatial issues, domain management and oversight, Chief Information Officer expertise. 2.3 Modeling and Simulations Support. Contractor must demonstrate knowledge and expertise with Army/Joint staffing procedures, modeling and simulations development and design, data standards, webpage experience, budget process, systems engineering. 2.4 Battle Command Officer/Civilian Career Field Modeling and Simulations Officer Proponency. Contractor must demonstrate knowledge/expertise wit h Army/Joint staff procedures, training course design/development, internet courseware design/development, teaching experience, Training and Doctrine Command Instructor certification, program management, budget process management. 2.5 Directorate Support. Contractor must demonstrate knowledge and expertise with Army/Joint/DOD/Congressional staffing procedures, Defense Travel System familiarization, office management, budget management and DOD processes, information technology/webp age expertise, Army organization, program management, database repository manipulation, Microsoft Office expertise, personnel management, program management, MDEP management. 3. Past history of performance on similar contracts. Include the contract number, customer, contract value, type of contract, period of performance, prime or subcontract, brief description of services, Contracting Officer's Representative (COR) name, COR email, and COR telephone. If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 30 April 2007 0900 am, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirem ent based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small businesses f or this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement, Darlene Ferrare An IDIQ contract is anticipated. The period of performance will be 12-month base period with four one-year option periods. The place of performance will be the Pentagon, Crystal City and Arlington, Virginia and/or other areas within the National Capital region. Contractor personnel will require a cu rrent secret clearance. A written Request for Proposal (RFP) will be posted on or about 10 May 2007. The RFP must be retrieved and downloaded from CCEs homepage at: http://dccw.hqda.pentagon.mil/services/Services.htm click on RFPS; select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled. Contractors are responsible for all costs for submitting their capability packages.
