- On April 16, 2007, the U.S. Department of Energy (DOE) plans to issue a Request For Proposal (RFP) to S&K Aerospace, Inc. of St. Ignatius, Montana, a tribally held Native American Organization (NAO), for a Moab Technical Assistance Contract (TAC) to provide facility technical and administrative support services at the former Atlas uranium-ore processing facility on the west bank of the Colorado River 3 miles northwest of the City of Moab in Grand County, Utah. The Moab project site encompasses approximately 435 acres, of which approximately 130 acres are covered by uranium mill tailings. The TAC contractor will provide services in support of the Moab Uranium Mill Tailings Remedial Action (UMTRA) project. The UMTRA project will relocate uranium mill tailings from the former Atlas facility away from the Colorado River to a DOE-constructed disposal facility near Crescent Junction, Utah. For the remedial activities, a separate Remedial Action Contractor (RAC) acquisition is being conducted via a competition among DOE's Environmental Management Nationwide Indefinite Delivery Indefinite Quantity (IDIQ) contract awardees (for information on the RAC acquisition, please reference http://www.emcbc.doe.gov/Moab/index.html). The Moab TAC solicitation is being made to S&K Aerospace, Inc. in accordance with FAR 19.805-1(b) and 13 CFR 124 authorizing the Small Business Administration to accept the requirement on behalf of a concern owned by an Indian tribe or an Alaska Native Corporation. The resulting contract will replace the current technical and administrative support contract due to expire June 10, 2007. The period of performance covers a twelve month base period with four one-year option periods. The contract???s estimated value is $17.5 Million if all projected services are provided and all of the option periods are exercised.
