- Description
- This is a combined synopsis/solicitation to procure two (2) self-contained water quality sensors. The requirement is for two modular, integrated instruments to measure in situ the following water properties: 1) Temperature, 2) Conductivity, 3) Dissolved Oxygen condentration, 4) Turbidity, and 5) Chlorophyll fluorescence. ? Must be capable of in-water deployments of up to 3 months on a moored buoy (with external power); ? Must be designed and equipped to minimize biofouling and maintain long-term calibration during deployment. ? Must have low power consumption ? Must provide serial data output on command at a sampling frequency of at least 1 Hz ? Must serve as a direct, plug- and data output- compatible replacement for a Wetlabs WQM instrument mounted in the data well of an AXYS Watchkeeper buoy, as it will be used to substitute for that sensor during removal for calibration, cleaning, or sensor damage. The terms and conditions and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-15. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addendum to this provision; FAR 52.212-2, Evaluation - Commercial Items, the Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addendum to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addendum to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). These services will be acquired using simplified acquisition procedures in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested; a written solicitation will not be issued. Contractor proposals shall include all pricing including shipping to Annapolis, MD. The resulting purchase order will be awarded on a firm fixed price basis. The Government may award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered on a best value basis. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Catherine Perren, NOAA Acquisition Division, 1305 East West Highway, Room 7141, Silver Spring MD 20910, to be received no later than 12:00 p.m., April 26, 2007. Responses shall be emailed to catherine.a.perren@noaa.gov and submitted in paper with an original and three paper copies. Responses shall be no more than 10 pages.
