Description
NASA/JSC has a requirement for High Resolution Rotating Mirror Digitized Charge Coupled Devices (CCD) Camera Model 550-62 (1 each), 605 High Intensity Light Source (1 each), and a Model 1500 Camera Stand (1 each). NASA/JSC intends to purchase the items from Cordin Company, Inc. The high resolution rotating mirror camera purchased will be used to aid in the design, development, and test operations of the new pyrotechnic hardware. This camera system is capable to observe the fracturing of items subject to explosives shocks, the observation of effects of detonation pressure waves on sub-assembly parts, and other pyrotechnic phenomena. It will be able to obtain high speed images without the aid of peripheral devices and subsequent degradation of image quality. A high speed rotating mirror will provide optical clarity and quality. The camera system shall be capable of 4 million frames per second that will provide a minimum of 1,000 x 1,000 pixel resolution at all user selectable framing rate. A market survey has revealed that Cordin products will allow NASA/JSC to gain the ability to effectively capture, measure, and evaluate data. During the development of new pyrotechnic devices and hardware, a complete and thorough understanding of the behavior of these devices is critical to the application to which these new devices are to be applied and the subsequent effects to other systems. Cordin Model 550-62 High Resolution Rotating Mirror is the only camera system that can meet technical and image quality requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 16, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
