Description
The Specialty Center Contracts, Core, NFESCW Code RAQN0 for the Naval Facilities Engineering Service Center Amphibious and Expeditionary Department is seeking various field evaluation services for Operational Assessment of innovative technologies, strategies, and techniques that support Expeditionary Maneuver Warfare by: a) research and development, testing, and evaluation (RDT&E); b) technical consultation and programmatic support to assist in planning and managing Marine Corps field projects and programs; c) development of Concept of Operations, threat analysis, communications, requirements development and analysis, systems engineering, and implementation of advanced engineering and military logistics concepts. Required services may be performed in any location worldwide, for any Federal Agency NAVFAC is supporting, but work will predominately take place in the U.S. near Navy and Marine Corps facilities. A Top Secret/Sensitive Compartmented Information Clearance is required for some work and services at the U.S. Marine Corp Forces Pacific Experimentation Center, Camp Smith Hawaii. The Navy anticipates a Performance Based Indefinite Delivery Cost Plus Award Fee contract with four (4) one-year options. This procurement is 100% UNRESTRICTED with a North American Industry Classification System (NAICS) code 541710, Research and Development in the Physical, Engineering and Life Sciences. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the FEDBIZ http://www.fedbizopps.gov/. , and on the NAVFAC-E-Solicitation website at http:///www.esol.navfac.navy.mil. The Solicitation will be available for review on the website on or around 30 April 2007; the closing date will be forty-five days after posting. It shall be the contractor?s responsibility to check the websites for any amendments. Qualified parties are required to register for the solicitation at the NAVFAC E-Solicitation website. The Contractor is required to register with the Department of Defense Central Contractor Register (CCR).
