- The following is a SOURCES SOUGHT NOTICE for COMPANIES TO PERFORM TITLE SERVICES in TEXAS who are able to meet the qualifications as described herein. The NAICS Code is 541191 and the SIC is 6541. The size standard is $6.5 million. This announcement is being posted for a period of eleven (11) business days, from April 6, 2007 through 20 April 2007. Submissions in response to this announcement must be received by the Point of Contact (POC) below by April 20, 2007 at 5 PM, Central Standard Time. The U.S. Army Corps of Engineers is acquiring multiple estates throughout Texas during the next two years. To accomplish this task, the Government requires ownership identification and the legal property description of the various tracts within specified areas covering multiple counties. The project shall require aggressive work schedules, and the ability to meet aggressive deadlines as determined by the Government. The Government requires Polices of Title Insurance (U.S.A.), Form T-11 for each of the relevant properties to determine who holds what interest(s). Specifically, the T-11 shall consist of the following: a) Schedule A, outlining the policy insured amount, describing the estate or interest in the land, ownership names, interest percentage vested in the land, and description of the land; b) Schedule B, describing current, delinquent standby fees, taxes and assessments, general and special exceptions along wit h accurate copy of any/all document(s) referenced in Schedule A and B. In addition, after the acquisition is complete, an Endorsement Form T-12 showing title in United States of America and its assigns will be required. Final title evidence will show United States of America and its assigns as the owner of a fee simple e state. The U.S. Army Corps of Engineers is seeking businesses to submit a capability package outlining their resources and experience in the following key areas: 1) Technical qualifications of business to provide requested product; 2) Evidence that business can provide requested product for multiple counties within Texas; 3) Evidence that business can provide requested T-11s within 14 days of the Governments request; and 4) Evidence that business can provide requested T-12s within 21 days of the Governments request. 5) Evidence of the vendors business status (Small, Other than Small, Service Disabled Veteran Owned, Veteran Owned, 8(a), HubZone, Woman-owned, etc.) 6) Vendors point of contact information, address, Cage Code, Dunn and Bradstreet Number, and any other information that will prove the vendor capable of performing the required effort.
