Description
This acquisition is for the U.S. Army Engineer District (AED) located in Kabul, Afghanistan. All work will be performed in Afghanistan. The Request for Proposal (RFP)will result in the award of a maximum of five (5) contracts. The contracts will h ave a one year base period and two one year options for a total of three years. The capacity of the contracts will be $250 million for the base year and $250 million for each of the two option years. The cumulative value of the contracts will not exceed $250 million for the base year and $250 million for each of the two option years. The total magnitude of the proposed multiple award task order contracts will be $750 million. The minimum guarantee for each contract will be $500,000 for each base year an d $250,000 for each option period. Projects estimated in the $0 to $5 million range will be issued as task orders under the contracts. The task orders will be issued as firm-fixed price. PROJECT SCOPE: The Scope of Work under the resulting indefinite d elivery, indefinite quantity (IDIQ) contracts will be for general construction and construction related requirements such as, replacement in kind, renovation, repairs, and/or new construction, including the execution of design-build construction work throu ghout Afghanistan. Specific work tasks for specific sites shall be specified in each task order. Work to be performed shall consist primarily of topgraphic survey, construction of new buildings, water supply and water storage tanks, septic waste water tr eatment, perimeter fencing with force protection and all sites shall include a grading and drainage plan, prior to the construction. Examples of projects envisioned for the IDIQ contracts include construction of various facilities supporting the fielding of the Afghan National Army and Afghan National Police. This includes communications, intelligence, logistics, maintenance, airfields, hangars, barracks, dining facilities, latrines, medical clinics, hospitals/clinics, training, training ranges, embedded trainer team facilities, facilities engineering agency quarters, Police Company and Battalion facilities, and similar facilities. To the extent possible, materials will be acquired locally and delivered to the job site. PROPOSAL PROCEDURES: A best value tradeoff process will be used to evaluate the proposals. Evaluation criteria and other precedence will be stated in the RFP. The sample task order may be awarded. Solicitation Number W917PM-07-R-0110 will be available on or about April 18, 2007. Propo sals will be due approximately 30 days after issuance of the RFP. The Government will furnish two (2) copies of the CD-ROM containing the solicitation and sample task order. No paper copies will be made available. A pre-proposal conference will be held with interested contractos in Kabul, Afghanistan approximately seven to ten days after issuance of the RFP.
