Description
The U. S. Department of Commerce, National Severe Storms Laboratory (NSSL) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Dr. Brian Kaney of Tahlequah, Oklahoma to assist NSSL in the development, enhancement, configuration, and implementation of software of the Canadian Environment Service meteorological radars and Federal Aviation Terminal Doppler radars (TDWR) radars operating within the NMQ CONUS domain. Requirements are as follows: 1. Deliver enhanced Radar Reflectivity Comparison Tool (RRCT) source code and executables which includes the data ingest of Canadian Environmental Service meteorological radars and Federal Aviation Terminal Doppler radars (TDWR) radars operating within the NMQ CONUS domain. Source code and executables to include adding gap filling radars and modifying the current source code and executables to allow radar calibration differences to be seen in relationship to the absolute value of the sum of the reflectivity?s being compared. 2. Deliver RRCT webpage with Canadian and TDWR radars data and analysis. 3. Provide code documentation for enhanced RRCT source code and executables. 4. Provide consultations to the Radar Operations Center on questions related to the RRCT and web based display. 5. Develop and Deliver configuration files and software code for case study component of QVS systems. 6. Deliver an update script and source code and executables for the Salt River Project QVS system to bring in full compliance with the national QVS. 7. Develop and implement new scripts and source code and executables for the CWB QVS system to bring in full compliance with the national QVS. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedure (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice shall be submitted in writing to Ms. Yates (e-mail preferred) by close of business April 11, 2007. Anticipated award date is April 18, 2007.
