- NASA/JSC has a requirement for one each of 22kip Load Unit (810 System) with a 5.5 kip actuator installed and one each of Model 505.90 Hydraulic Power Unit. The 810 system will be hydraulically connected and operated along with the nine other 810 systems previously purchased from MTS Systems Corporation for fatigue and fracture mechanics testing of materials. The Model 505.90 Hydraulic Power Unit is an upgrade to the existing unit. NASA/JSC intends to purchase the items from MTS Systems Corporation in accordance with Federal Acquisition Regulation 6.302-1(a)(2)(ii) which states that supplies may be deemed to be available only from the original source for the continued development or production of a major system. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to NASA Johnson Space Center, Projects Procurement Office, Attn: BH2/Robin Cunningham, Houston, TX 77058 not later than 3:00 p.m. local time on May 2, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
