Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD), Code 613 has been tasked by the Office of Naval Research to provide services for the completion of vehicle testing under the Office of Naval Research Total Ownership Cost Reduction Corrosion/Durability Road Test Development Program. NSWCCD intends to negotiate a non-competitive procurement with Nevada Automotive Test Center (NATC) in Silver Springs, Nevada under the authority of FAR 6.302-1 -Only one responsible source and no other supplies or services will satisfy agency requirements. NATC is one of only two test centers capable of performing the combination of specific corrosion event testing and full-scale vehicle durability testing, the other being the U.S. Army Aberdeen Test Center (ATC) at Aberdeen Proving Grounds which is currently funded as part of this program by the Office of Naval Research. This is a follow-on effort to contract N00014-02-C-0355 which was awarded by the Office of Naval Research and completed in FYO6. Award to another source would result in a duplication of Government cost and effort not expected to be recovered through a competitive procurement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responsible sources submitting proposals within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
