- Description
- The US Army Communications-Electronics Life Cycle Management Command Acquisition Center-Washington, on behalf of the Communications-Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronics Sensors Directorate (N VESD), Countermine Division, Humanitarian Demining Team, intends to negotiate a contract with Development Technology Workshop (DTW) Ltd., Coventry, UK, under the auspices of Other than Full and Open Competition for the purpose of enhancing the performance of their lightweight, V hulled, remote controlled, MK 6 Tempest system, retrofitting the remaining Government owned Tempests with these improvements, building one new Tempest MK 6 with improvements, and providing logistics support for these systems. Sys tem improvements will be focused around improved performance outputs to include a replacement diesel engine, piston type hydraulic pumps, and improvements to the rotor and chains on the vegetation and ground engagement attachments. Additionally DTW will in vestigate systems that improve oil and air filtration of the new diesel engine to reduce service intervals. As part of this effort DTW will provide on-site logistics support for field evaluations in mine affected countries. It has been determined that DTW is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required Tempest improvements may submit a quote that shall be considered by the agency. Responses shoul d be no longer than five (5) pages. The resultant contract will be Firm-Fixed-Price with a twenty-five month performance period (including option). Responses are to be received via email within 30 calendar days of the date of this notice. All requests f or further information must be in writing and via email, telephone requests for additional information will not be honored.
