Description
IDC C-201 for River Navigation, Flood Control Systems, Shore Protection Systems and Ecosystem Restoration projects within the New York District Boundaries and Other Corps of Engineers Locations Within NAD/MSC Boundaries. 1. CONTRACT INFORMATION: One (1) A-E firm will be selected from this announcement. One (1) indefinite delivery contract will be negotiated and awarded. The subject contract is being procured in accordance with the Brooks A-E act as implemented in FAR Subpart 36.6. Architect-Engineering services using full & open competitive procedures. The number one (1) ranked firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. The length of the contact is a maximum of 36-months and will not include option periods. The maximum contract value will not exceed $ 3,000,000 (EFARS 36.601-3-90(b)). The Government shall be under no obligation to issue any particular number or types of orders and no liability to the contractor shall be incurred in the event that a certain number or types of orders are not issued; however, the Government guarantees a mi nimum ordering obligation as $35,000 for the basic contract (NOTE: This is a minimum ordering obligation; NOT a minimum payment. Contractor shall only be entitled to breach of contract damages, i.e., anticipated profit for an order of this amount and pro vable standby costs in the event that the Government does not issue orders for the value of the minimum-ordering guarantee.) Task orders will be issued by negotiated firm-fixed-price task orders and will be negotiated and issued under the terms and conditions of this Indefinite Delivery Contract. Labor rates for each discipline, overhead rates and escalation factors for each calendar year will be negotiated in the basic contract. Escalation factors will be negotiated and applied to the 2nd and 3rd calendar years of the contract. September 28, 2007 is the approximate award date of the contract. The wages and benefits of service employees (see Far 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract A ct, as determined relative to the employees office location (not of the location of the work). A firm must be registered in the DoD Central Contractor Registration (CCR) in order to be eligible to receive a contract. PROJECT INFORMATION: The purpose of IDC C-201 is to contract out work for the design of River Navigation, Flood Damage Reduction Systems, Shore Protection Systems and Ecosystem Restoration projects such as dredging, floodwalls, levees, closure structures, beach fill and genera l environmental landscaping for areas that include cities, residential and commercial properties, wetlands and parks. Associated work is to include, but is not limited to the following: the preparation of design criteria, supporting calculation reports, an d other studies, including value engineering studies, the ability to provide construction phase and other services that may include preparation of operation and maintenance manuals, shop drawing review, design during construction, site visits, site visit r eports and commissioning/start-up/fit-up design support. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criterias a through e are primary selection criteria. Criterias f through h are secondary selection criteri a and will only be used as tiebreakers among technically equal firms. Primary Selection criteria: The firm is required to have the following specific design capabilities: a. Specialized experience and technical competence in: 1. Demonstrate experience with Flood Da mage Reduction design work which includes but is not limited to the following: Levees, floodwalls, pump stations, closure structures, interior drainage, drainage structures, sluice gates, site investigation, geotechnical reports, borings (with laboratory a nalysis), aerial photography, topographic surveys, wetland delineation and mitigation, capability and experience to use specialized computer programs such as HEC-RAS, HEC-1, HEC-2, EAD, preparation of contract drawings, technical specifications using Specs Intact, design analyses and cost estimating using MII Version 2.2.2. 2. Demonstrate experience with Navigation design which includes but is not limited to the following: Navigation procedures, ship and port operations and design, channel design, subsurface investigations, remote sensing, underwater drilling, blasting and me chanical removal of rock (blasted and unblasted); and noise and vibration monitoring due to the dredging and blasting activities, dredged material disposal site investigations, analysis of potential sites, design of marine structures, feasibility studies, and design documents of deep draft and shallow draft projects. 3. Demonstrate experience with Ecosystem Restoration design work which includes but is not limited to the following: Habitat and vegetation identification and planning, wetlands delineation, formulation and evaluation, water resources planning, and environ mental testing and analysis, including soil classification and soil nutrient evaluations. 4. Demonstrate experience with shore protection projects related to but not limited to the following: design and restoration improvements in coastal and coastal inlet. This may include aerial photography, cross shore profiles, hydrographic and/or topograph ic surveys, developing and servicing wave gages and other instrumentation, subsurface investigations and analyses, geotechnical and structural analysis, and/or storm damage surveys, preparation of construction plans and specifications, development of coast al and environmental monitoring programs (for shore protection projects), environmental assessments/analyses. 5. Demonstrate experienced with Microsoft Project scheduling software. 6. Demonstrate the ability to provide a QA/QC plan indicating how they plan to manage their team to ensure that quality products are delivered to the New York District. 7. Demonstrate ability to use CADD and GIS Deliverables are to be submitted in Microstation format. Preparation of CADD drawings shall be prepared in accordance with the Architectural/Engineering/Construction (A/E/C) Computer-aided standard version (CADD). Appendix B, Updated Final Draft Technical Report CADD-03- July 2003 (or latest version) Contract Language Guidelines For Acquiring Geospatial Data (CADD, GIS,CAFM) System Deliverables From Architect- Engineer (A-E) Consulting Firms Release 3. 8. Demonstrate ability to produce quality designs. Evaluation will be based on the firm's design quality management plan (DQMP) and will consider the management approach, coordination of disciplines, management of subcontractors and quality control proced ures. The basis for the evaluation will be the information in Section H of the SF 330. 9. Demonstrate ability to produce Cost Estimates in MII Version 2.2.2. The firm shall demonstrate how cost estimating procedures is included in the development of the design and how market conditions are included in the construction cost estimate. The cost estimator and/or the subcontractor should demonstrate familiarity with the changing dynamics of the current construction market in the Tri-state New York Area. The basis for the evaluation will be the information in Sections E, F and H of the SF 330. 10. Demonstrated capability to produce multiple task orders simultaneously. b. Qualified registered professional personnel in the following key disciplines: NOTE: 1) Resumes must be provided for each discipline. 2) Senior project perso nnel for each of the following key disciplines are required to be licensed/registered. (1) Project Manager (2) Structural Engineering (3) Civil Engineering (4) Mechanical Engineering (5) Electrical Engineering (6) Hydraulic/Hydrologic Engineer (7) Coastal Engineering (8) Marine Engineering (9) Cost Engineering (10) Geotechnical Engineering (11) Land Surveyor. (12) Biologist (13) Ecologist/Environmental Scientist (14) Geologist/Hydrogeologist (15) Architecture (16) Fire Protection Engineering (17) Force Protection Specialist (physical & electronic security) (18) Certified Lead/Asbestos Abatement Inspector (19) Environmental Engineering (20) Soil scientist (21) GIS Specialist (Geographer/Cartographer/Geospatial Data Analyst) (22) Bioengineering (23) Environmental assessment (24) HTRW assessment (25) Habitat assessment (26) Real Estate assessment (27) Technical Writer The evaluation will consider education, registration, and training and overall and relevant experience using information from Section E of the SF 330. The SF 330 includes a matrix in Section G showing experience of the proposed lead designers on the proje cts listed in Section F of the SF 330. The A-E is required to have a registered professional engineer available for all projects. c. Past Performance on DoD and other contracts with respect to cost control, quality of work and compliance with performance schedules, as determined from references, other sources and ACASS. Letters of recommendation from customers addressing your fir ms cost control, quality of work and schedule compliance capabilities may be included in Section H of the SF 330. Letters should be for projects of a similar nature and shall be no older than three years to be considered. d. Capacity to initiate work and complete within the time parameters of the project. The evaluation will consider the availability of an adequate number of personnel in the following key disciplines: hydraulic/hydrologic engineer; coastal engineer; co st engineer; geotechnical engineer; civil engineer; structural engineer. The evaluation will look at numbers listed in Part II of the SF330 to evaluate the overall capacity of the team. Include a Part II form of the SF 330 for each firm and each office of each firm that is part of the proposed team. e. Knowledge of the locality in the general geographical area of the New York District. The evaluators will look at the specific experience of the listed key discipline lead designers (one per discipline) as stated in Section E of the SF 330. Secondary Selection criteria: f. Extent of participation of Small business, Veteran-owned small business, service-disabled small business, HUBZONE small business, small disadvantaged small business and woman-owned small business and minority institutions in the proposed contract te am, measured as a percentage of the total estimated effort. g. Geographic Proximity in relation to the New York District. h. Volume of work previously awarded to the firm by the Department of Defense, with the object of effecting an equitable distribution among qualified A/E firms, including small business, Veteran-owned small business, service-disabled small business, HUBZO NE small business, small disadvantaged small business and woman-owned small business and minority institutions and firms that have not had prior DoD contracts. 4. SUBMISSION REQUIREMENTS: Cover letters shall be limited to no more than 3 pages. Interested prime firms having the capabilities to perform these services must submit three (3) copies of a comprehensive SF 330 (06/2004 edition), which includes all sub-consultants information. The SF 330 can be found on the following GSA web site: http://www.gsa.gov/Portal/gsa/ep/home.do?tabId=0 .The forms can be downloaded into a .pdf file type. Each key office on the team should indicate a DUNS # in Block 4 of Part II of the SF330 Include the prime fir ms ACASS number in Block H, SF330. For ACASS information, call (503) 808-4590. The total number of pages for the entire SF 330 is limited to 90 pages. Section E is limited to 40 pages. Each page shall be numbered. Section dividers dont count towards overall page limit.
