- This notice replaces a previous synopsis dated June 28, 2006 and titled Bureau of Labor Statistics A-76 Standard Competition of Economists, Writer/Editors, and Program Analysts. All previous notices and/or amendments should be disregarded. The purpose of this Notice is to publish the Final Solicitation DOL072J10004 for the Bureau of Labor Statistics A-76 Standard Competition of Economists, Writer/Editors, and Program Analysts. Questions pertain to this Solicitation must be submitted to Ausie Grigg at grigg.ausie@bls.gov no later than 3 PM ET, April 13, 2007. Proposals are due no later than 3 PM ET, May 18, 2007. Additionally, the Contracting Officer has been changed from Ausie Grigg to Peter Higginbotham. Mr. Grigg is the Point-of-Contact for this solicitation. In accordance with OMB Circular A-76, the United States Department of Labor, Bureau of Labor Statistics originally announced, on June 28, 2006, a Standard Competition of Economists, Writer/Editors, and Program Analysts within the Office of Technology and Survey Processing and the Office of Publications and Special Studies. All positions are located at the Bureau of Labor Statistics, 2 Massachusetts Avenue, NE, Washington, DC. The incumbent service providers are 51 Government employees supported by 14 contractor manpower equivalents. BAE Systems is the employer for the incumbent supporting contractor equivalents. The incumbent Government employees are performing the majority of the functions. The Competitive Sourcing Official is Patrick Pizzella, the Agency Tender Official is Rick Kryger, and the Contracting Officer is Peter Higginbotham. The projected end date for the competition is June 29, 2007. A six month time limit extension has been approved if the competition cannot be completed by that date. Prospective offerors are encouraged to monitor the Federal Business Opportunities web site at http://www.fedbizopps.gov. The North American Industry Classification (NAICS) for this action is 541990, All Other Professional, Scientific and Technology Services. The current PWS has been revised based on comments received in response to the Draft Solicitation issued on February 5, 2007. All questions and comments received from interested parties were considered and appropriate changes were made to the PWS, including many changes in response to task-specific questions and comments. Interested parties should follow instructions as indicated in the attached specification.
