Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NB838050-7-03148mac is issued as a request for quotation. This solicitation is set aside exclusively for small business concerns. The North American Industry Classification Code (NAICS) is 541170. The National Institute of Standards and Technology has a requirement for technical support services for Mass Spectral Library and Automatic Mass Spectral Deconvolution and Identification System (AMDIS). The Performance Work Statement is as follows: TASKS : The purpose of this requirement is to provide technical services to the NIST Mass Spectrometry Data Center in the Physical and Chemical Properties Division. The contractor shall develop and maintain activities aimed at serving the needs of the broad community of users of the NIST/EPA/NIH Mass Spectral Library and the Automatic Mass spectral De-convolution and Identification System (AMDIS). The users include instrument manufacturers and software firms that incorporate the library and AMDIS in their own products, as well as investigators who rely on the library and AMDIS as an aid to the identification of chemical compounds using the technique of mass spectrometry. WORK STATEMENT: 1. Services to End Users and Distributors: The contractor shall perform technical functions designed to better serve the library users. Specifically, the contractor activities will include the following: (a) will participate in User and Distributor Group Workshops and library demonstrations at large conferences; and will design appropriate presentations for different groups of users (each year)., (b) will prepare documentation for library updates for COTR approval. After COTR approval, the document will be submitted for Washington Editorial Review Board (WERB) and NIST Standard Reference Data Group (SRD) approvals (as needed). 2. Services to Library Distributors: The contractor shall perform a study to determine, for each library distributor (each year) as follows: (a) technical details of how the library is used and distributed. (b) technical areas where NIST can better satisfy the needs of library distributors (c) areas where closer cooperation is desirable (including possible CRADA activities) (d) distributors recommendations for changes in the library or Data Center Activities (e) will prepare technical material about the library for distributors to distribute to end users. After COTR approval, such documents will be submitted for WERB approval; all other appropriate approvals will be obtained for distribution (as needed). 3. Methods for using NIST library and AMDIS with commercial data systems: The contractor shall : (a) determine all instruments and data systems that can access the NIST Mass Spectral Library, and learn how these instruments are using and can use the library; and submit a report on this subject. (b) determine and report to NIST on how NIST library search system and AMDIS could be modified to improve performance on commercial gas chromatography/mass spectrometer (GC/MS) systems. (c) prepare specialized documentation and procedure language programs to assist commercial users of the library systems to more efficiently use NIST products in their existing systems. This will require the contractor to become familiar with the various data systems provided by distributors and, when necessary, contact distributors for further information concerning the operation of their systems. SCHEDULE OF DELIVERABLES: DELIVERABLES: The contractor shall perform demonstrations and formal tutoring presentations on the library as follows: (a) The formal user group and distributor group workshops and informal demonstration sessions at Pittsburgh Conference and American Society for Mass Spectrometry Conference 55th ASMS (American Society for Mass Spectrometry) conference on mass spectrometry, June 2-7, 2007. (b) Reports and written documentation as follows: - Study of library distributor needs, due date : January 30, each year. - Technical material to be distributed to end-users by distributors, March 1 and September 1, each year. - Documentation for library updates shall be provided ? and a major update shall be provided once during the course of the contract. Minor additions and special versions for various instrument manufactures may occur more frequently. (c) Monthly reports: The monthly reports shall include the details of effort, including hours spent in each activity. This report will include but not be limited to reports on: - Discussions with manufacturers with time and full notes on the results of the discussion including any problems that are encountered by the manufacturer with NIST products. - Discussions with users either electronically or phone. - Discussions with non-manufacturing distributors including any problems that are encountered by the distributor with NIST products. - Preparations for meetings including development of demos for NIST products. - Preliminary reports on the needs of library distributors, especially if quick action is needed, prior the annual report as specified above. - Any other items of importance that should be brought to the attention of NIST. - Suggestions for improvements arising from comments made by users and distributors. COTR: The Contracting Officer?s Technical Representative (COTR) is : tba, National Institute of Standards and Technology, Building , Room , Gaithersburg, MD 20899. KEY PERSONNEL REQUIREMENTS: Key personnel shall have a degree in chemistry or physics, at least 5 years experience with obtaining EI mass spectra and interpreting the spectral data, and minimum one year experience in finding errors in a mass spectral library. Period of Performance - The period of performance is expected to be a twelve (12) month base period with four one year option periods. Performance is expected to begin on or about May 22, 2007. Price Quote ? The contractor should submit the best potential fixed fully loaded hourly price based upon an expected yearly level of effort of 1000 hours and the contents of this request for quote. The resulting purchase order shall be negotiated on a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-14. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and there is no addenda to this provision; FAR 52,212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel; FAR 52.227-14, Rights in Data - General. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to review the attached NIST Mass Spectral Library & Automatic Mass Spectral Deconvolution and Identification System (AMDIS) ? Performance Work Statement entitled ' NIST Mass Spectral Library & Automatic Mass Spectral Deconvolution and Identification System (AMDIS) ', dated March 21, 2007 and provide a written and electronic response to be received no later than April 10, 2007 addressed to Mario Checchia, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Stop 1640Gaithersburg, Maryland 20899-1640, mario.checchia@nist.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An original and four copies shall be submitted as well as an electronic version in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to twenty(20) single sided pages. Submit quotes arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance, which includes relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance; Section III - Price, firm fixed price for the required technical consulting services. Each firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NIST's receipt of quote.
