- PERFORMANCE DECISION ON STREAMLINED COMPETITION: Clinical Center Administrative Support Services In accordance with OMB Circular A-76 (Revised May 29, 2003), the National Institutes of Health (NIH) is publicly announcing the results of a Streamlined Competition for Clinical Center Administrative Support Services. The Competitive Sourcing Official (CSO) is Mr. Joe Ellis, Assistant Secretary for Administration and Management, Department of Health and Human Services. The Contracting Officer is Mr. Larry Manning. NIH has completed a streamlined competition for these services in accordance with OMB Circular A-76. On February 6, 2007, the streamlined competition form (SLCF) was certified by the agency and the Contracting Officer, indicating the study completion. As a result of this study, performance of these functions will remain in-house. Based on this decision, the Contracting Officer will execute a Letter of Obligation (LOO) with the senior manager responsible for performance of the function. In accordance with the revised OMB Circular A-76, effective May 29, 2003, no party may contest any aspect of this streamlined competition. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (08-FEB-2007).
