Description
The Pension Benefit Guaranty Corporation (PBGC) is seeking sources capable of providing pension benefit administration services. The services are in support of the defined benefit pension plans trusteed by the PBGC and are currently being conducted at the Corporation's 10 Field Benefit Administration (FBA) sites. The PBGC currently has sites in Atlanta GA, Cedar Falls IA, Coraopolis PA, Miami FL, Pueblo CO, Richmond Heights OH, Sarasota FL, West Allis WI, Wheeling WV, and Wilmington DE. PBGC is interested in identifying additional sources capable of meeting its requirements. Firms interested in this requirement are requested to submit to the PBGC an expression of their interest and a brief capability statement which demonstrates their capability to perform. From these responses, PBGC may conduct further market research activities such as conducting one-on-one meetings with interested firms. The pension benefit administration services sought include, but are not limited to: establishing and maintaining participant data; processing and authorizing benefit payments to eligible participants and beneficiaries; processing deceased notifications, address and direct deposit changes; issuing benefit determination letters; maintaining participant documentation; performing plan closing and ongoing administration activities. The PBGC currently has in place 10 separate contracts which are performed on a labor-hour basis. Nine of the 10 contracts are set to expire September 30, 2007, with the Atlanta office contract not expiring until September 30, 2008. The PBGC is currently exploring ways to make these contracts more performance-oriented and is reviewing the contract type as well. It is anticipated that the PBGC will award new contracts for a one year base period and include a series of options that could extend the contract for a period of 4 additional years. Further notice regarding this procurement and the solicitation to be issued by the PBGC will be distributed through the FedBizOpps.gov web site. The site contains downloading instructions. Interested parties are responsible for monitoring the site to assure that they have the most up to date information about this procurement. A copy of a Statement of Work (SOW) from one of the existing FBA contracts will be posted at this site. Interested firms are cautioned that this SOW will likely be revised significantly before the solicitation is issued. The SOW is provided for informational purposes only. However, interested firms are invited to comment to the PBGC on alternative methods of performance. Firms interested in this requirement are requested to identify their interest and capability to perform.
