- The Missile Defense Agency (MDA) is seeking potential sources for Legislative Affairs Legislative Support, Legislative Affairs Administrative Support, Legislative Affairs and Public Affairs Surge Services, Public Affairs Security and Policy Review Support, Public Affairs Internal/External Communication, Public Affairs Information and Document Management Support Services within the National Capital Region (NCR) and Huntsville, Alabama. MDA intends to utilize its Basic Support Services Program (BSSP) General Services Administration (GSA) ordering procedures to acquire the service described in this notice (information on the MDA BSSP may be found at http://www.mda.mil/barbb/setaserv.htm). This requirement is open to all GSA schedule holders; however, the Government reserves the right to solicit only small businesses if a sufficient number are determined to possess the required capabilities. The North American Industrial Classification System (NAICS) category for this requirement will be determined once the government makes a fair determination as to the appropriate NAICS code to apply with this requirement. The government WILL accept, review, and consider capability statements from companies who have registered under NAICS codes OTHER THAN the code listed above but who falls within the industry group 5416. Due to the Base Realignment and Closure (BRAC) process, there is the potential for the location of the support requirements to be moved to other geographically dispersed locations during the contract period. Based on capability statements submitted in response to this notice, the Government will invite only the ?most highly qualified? companies to participate in the competition. GSA schedule holders judged best qualified to compete for the work will be sent a draft Request for Quotations package within two (2) weeks of the deadline for submission of capability statements and invited to schedule ?1-on-1? meetings with Government representatives to address any questions. A final RFQ will be released on or about May 3, 2007, with offers due approximately June 1, 2007. The resultant order will be structured as a Firm-Fixed Price support services contract line item for labor and a Cost contract line item for Other Direct Costs (ODCs). The term of the order including options is anticipated to be four (4) years (one (1) year Base Year with three (3) one (1) year Option Years and an additional five (5) years consisting of Award Terms and associated Option Years. All positions will be off-site responding to MDA facilities in the National Capital Region. In accordance with BRAC there is the potential for the location of the support requirements to be moved to other geographically dispersed locations. Acceptable sources must hold a GSA Schedule. GSA schedule contractors are invited to submit to the contracting office as early as possible, but not later than April 4, 2007, a five-page Capability Statement summarizing the following based on the criteria as listed below: 1) Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice. 2) Describe your firm?s specific, related past/current DoD/Federal experience related to this requirement. 3) Describe your firm?s management approach in managing staff, retention/replacement, authority, responsibilities, and quality control. 4) Describe your firm?s business size and socio-economic status, and include the applicable GSA schedule contract number(s) and expiration date(s). Legislative Affairs Personnel Criteria: ? All personnel must have an in-depth working knowledge and multi-year experience in Microsoft Office Professional. ? The SETA office manager and Legislative Analyst must have a minimum of a bachelor?s degree. It is desirable that the SETA office manager and Legislative Analyst have prior experience with the government missile defense sector in the Washington, DC area. ? The SETA office manager must have a minimum of 5 years experience in legislative affairs handling Department of Defense matters with increasing levels of responsibility. ? The Legislative Analyst must have a minimum of 2 years working on Capitol Hill with experience tracking Department of Defense matters. ? The Executive Assistant must have 2 years general office experience supporting a manager for scheduling and office administration with increasing levels of responsibility. ? The SETA office manager and Legislative Analyst must have worked in the government legislative affairs field within the last 2 years and be up to date on current government affairs. ? One individual must possess MCSE (Microsoft Certified Systems Engineer) credentials and be capable of performing as a system administrator for the LA and PA portal websites. Public Affairs Personnel Criteria ? All personnel should possess a minimum of a bachelors degree in communications, journalism, new media technology, public affairs, public relations, business communications or equivalent plus experience. ? All personnel must have an in-depth working knowledge and multi-year experience in Microsoft Office Professional, with web-based applications. ? All personnel must have a minimum of 18-months governmental public affairs (communications, public relations, media, security/policy review) experience (within the past three years) or related, with a good record of performance, in a multiple-task environment, in the Washington, DC area. If planning to team or subcontract, identify the firm(s), their size status and GSA schedule(s). Be sure to segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the five-page capability statement limit, excluding a one-page cover letter (if desired) that will not be evaluated.
