Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston, SC intends to award a sole-source contract to Northrop Grumman Defense Mission Systems Inc., Reston, VA. The contract will provide engineering and technical support services for the Northrop Grumman Defense Mission Systems (NGDMS) Information Portal (IP) web-service product. Software development and system integration services are required to tailor the IP architecture to the FBI and other federal agencies' unique system interfaces and work flows, to support FBI and other agency unique data sources, and to integrate commercial off-the- shelf analytical tools with the various data source systems. The contract will also provide engineering and technical support services for the FBI Automated Messaging System (FAMS). Services are required to correct system deficiencies, replace obsolete hardware, enhance message delivery, and to provide "transitional" operations and maintenance of the system. NGDMS is the developer of the IP and FAMS systems, and they are the only responsible source for the required services. The Government anticipates award of an Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee, Performance- Based type contract with a period of performance to include a base year and one option year. The applicable North American Industry Classification System (NAICS) code is 541511, and the size standard is $23 Million. This announcement is not a request for competitive proposals. Any response to this notice is due 15 working days from the date of this publication. The SPAWARSYSCEN Charleston point of contact is Mr. Calvin Howard, Code 026CH. See numbered note # 22.
