Description
The U. S. Geological Survey, Geospatial Information Office has a requirement for high-resolution color-infrared (CIR) imagery and subsequent digital orthophoto quandrangles covering a contiguous area of 10,000 square miles in Northwest Iowa. USGS has the opportunity to obtain all this orthoimagery from Iowa Geographic Information Council (IGIC) at 14% of the cost of the entire project because other agencies and local governments will contribute the remaining funds for this project. Imagery requirements are as follows: 1) Image Type: Collection of 4-band imagery (R,G,B,NIR); 2) Pixel Resolution: 2-feet; 3) Datum, Coordinate System Units: North American Datum 1983 (NAD 83), Universal Transverse Mercator Zone 15, US feet; 4) Data Format: GeoTIFF; 5) Mandatory Ground Conditions: Leaf off, snow free, and rivers within banks; 6) Horizontal Accuracy: National Map Accuracy Standards (OMB 1947) for 1"=400" mapping (+/-13.33'); 7) Datum, Coordinate System Units: North American Datum 1983 (NAD 83), Universal Transverse Mercator Zone 15, US feet; 8) Data shall be public domain with no license restrictions; 9) Flight Date: First week in May 2007 (leaf-off); 10) Data Delivery: September 2007. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1(2), the government considers the item specified as a sole source from Iowa Geographic Information Council, 601 Douglas, Sioux City, Iowa 51101 and proposes to negotiate with that firm only. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered a non-response to this request without further consideration. Affirmative response shall be received by this office by close of business April 5, 2007 by 3:00 P.M. Mountain Standard Time. This notice represents the Government's only official notice of this procurement. See Number Note 22
