Description
It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requir ements. This agency intends to negotiate and possibly award a fixed priced contract to Tomba Communications & Electronics Inc. 718 Barataria Blvd, Marrero, LA 70072 for the repair and upgrade of the 159th FW alert system. Tomba Communications will provide the necessary equipment, engineering, installation, and operational training for two (2) separate input dispatch control points for Alerting at ten (10) separate field location sites. The sites being Alerted will be three (3) shelters, one (1) parking pad outside the middle shelter, one (1) at the throat of the taxiway, one (1) indoors at the rear entrance of the Alert Center, one (1) indoors in the ready room, one (1) in Security Post, one (1) in Operations in the Command Post, and in the external sleepin g quarters trailer Sole source determination is based on the following: Mr. Bernard Dearstine of Tomba Inc is the designer of the current alert system and is the most knowledgeable person to provide required repairs and system upgrades. Tomba is the only available local vendor that could timely engineer and supply compatible m aterial and equipment. The critical mission of the 159th Fighter Wing in providing for Homeland Defense dictates an expeditious procurement. Follow up services and additional support for the Louisiana National Guard will preclude initiating, learning and long start-up curve and other possible delays under a new contract and new contractor. Full and open competition for this level of effort is not deemed necessary as stated above and exception sought under FAR 5.202; exception. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, responses received by March 29, 2007 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whet her to conduct a competitive procurement.
