Description
DESCRIPTION: The U.S. Coast Guard intends TO PROCURE Instructor Led Training to provide Cost Overruns course to Coast Guard Deepwater Contracting Officers. This notice is a combined synopsis/solicitation for a commercial item in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a(n)unrestricted. HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 3:00 PM, ET, March 29, 2007. Cost Proposal: provide Firm Fixed-Price. Offerors must submit proposal to Baptistia Albino, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to Baptistia.Albino@uscg.mil are PREFERRED, and must be timely. Proposal Evaluation Criteria: (1) Price and price-related factors. Award will be based on Lowest Price Technically Acceptable. The following Federal Acquisition Regulations clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors?Commercial Items (Jan 2006), 52.212-4 Contract Terms and Conditions?Commercial Items (Sept 2005). FAR 52.212-3 OFFERER REPRESENTATION AND CERTIFICATIONS- COMMERCIAL ITEMS (MAR 2005) 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (NOV 06) are attached. Offerors can retrieve these clauses on the INTERNET at www.arnet.gov. Questions about this requirement must be in writing and submitted by e-mail. Telephone inquiries are strongly discouraged. All inquiries must include the solicitation number, your full name, organization name, address, phone and fax numbers, and must be received by 14:00 PM ET, March 27,, 2007. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. Combating Cost Overruns SOW Purpose: To contract a specialist in the field of US Government Maritime/US Navy/US CG program management contracting experience to teach advanced government program cost overrun identification, mitigation and oversight specifically oriented to CG Deepwater Acquisition Program to an audience of Deepwater Contracting Officers, Contracting Technical Representatives, Project Managers and/or Program Managers. The learning objectives are two part: identify and mitigate programmatic red flags and implement adequate contractor oversight specifically for CG Deepwater contracting. All subject material will be contract oriented to assist the government personnel for understanding and application. Content: Controlling Contract Scope Scope Abuse Definition Aspects of Scope Abuse Identify Contractor and Government aspects How to identify contractor attempts to increase scope and mitigation. How does scope relate to cost issues Monitoring Contract Performance Tools Monitoring vs. Directing vs. Providing Clarification Resolving Performance Problems Changes When a change is needed Assessing the impact of the change Reducing the number and magnitude of changes Disagreements and Conflicts Technical Personnel Role Contracting Officer Role Strategies for Resolving Conflicts Audience: The Audience will be a maximum of 50 students that are Contracting Officers, Contracting Technical Representatives, Project Managers and/or Program Managers. Materials: All materials (i.e. power points, booklets, etc. excluding unless available teaching notes) shall be provided 6 business days prior to training session electronically to the point of contact for distribution to student base. Material questions from students shall be forwarded in a single email and/or document from the point of contact to the instructor/contractor two business days before. All answers by the instructors to these questions shall be made available in a printout and/or email to the point of contact within the first hour of instruction to be distributed to the student base. Answers should be thorough; citing potential references if applicable. Instructor: The instructor shall be a subject matter specialist in combating maritime government cost overruns with a minimum 5 years experience in naval/maritime program management. Experience should include government program cost overrun mitigation. The preferred instructor should have a PMP certification. Time and Location: Time: The audience shall be taught before 30 April 07 and coordinated with the contract point of contact as to maximum personnel availability and participation between 0700 and 1700. Class shall be no longer than 3 days but no shorter than 1 day, 6 hours minimum per day. Location: Classroom space shall be provided upon notification of training time period. This location shall be confirmed and the contractor notified 6 business days before training session, at the latest. Classroom space shall be provided/coordinated by the contract point of contact. Desks or tables shall be available to the students for note takings. A lightbox for Powerpoint shall be made available for the instructor. Amount: Purpose to contract with civilian contractor: Advanced, specific subject material is currently unavailable via other government sources. The training shall be a cost effective solution considering government costs of not mitigating government and/or program management cost overruns.
