Description
The work of this project consists of 3 elements as follows: 1) The Contractor will develop a long-term 15-year eradication strategy for removal of all non-native axis and fallow deer from Point Reyes National Seashore (PRNS) and PRNS-managed lands of Golden Gate National Recreation Area located in Marin County, California. This eradication plan will be developed with consultation from NPS and a panel of experts on ungulate eradication; 2) The Contractor will remove 400 non-native female deer per year from PRNS using an eradication strategy; and 3) The Contractor will capture 80 adult fallow females in the Olema Valley portion of PRNS in June and July 2007 for treatment with an injectable formulation of an experimental contraceptive, to be provided by NPS and USDA. Biological samples and physiological data will be collected by the Contractor from captured animals, and permanent marking (in the form of radio telementry collars and eartags provided by NPS) will be placed before their release. The Government anticipates the award of a Firm Fixed-Price contract for a base year period of one year with options to extend up to two additional years (except capture activities=base year only). Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, experience of key personnel, and other factors as outlined in the Request for Proposal). An award may be made without discussions, therefore the initial proposal should contain the offeror's best terms for all items from a price and technical standpoint. The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about April 5, 2007 at either http://www.fedbizopps.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is unrestricted and is being pursued for full and open competition. The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises.
