Description
MILCON PROJECT: REPLACE FUEL STORAGE AND DISTRIBUTION SYSTEM AT BEALE AIR FORCE BASE, CALIFORNIA. TYPE OF PROCUREMENT: This acquisition will proceed as an UNRESTRICTED Request for Proposal (RFP). A technical and price proposal will be required for this project. Large businesses competing for this project must comply with the FAR 52.219-9, Small Business Subcontracting Plan regarding the requirements for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are as follows: 51.2% for Small Businesses; 8.8% for Small Disadvantaged Businesses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Service Disabled Veteran Owned Small Businesses. Estimated Cost Range is between $5,000,000 and $10,000,000. This procurement will be conducted under FSC Code: Z241; SIC Code: 1623; NAICS Code: 237120. The small business size standard for this code is $31,000,000. Information about the time and location of the preproposal conference/site visit will be found in Section 00100 of the solicitation, clause 52.236-27 . JOB DESCRIPTION: Replace 3 @ 10,000 bbl JPTS fuel storage tanks. Remodel the existing JPTS pump house to accommodate new pumps, filters, meters, valves, piping and power. Install spill containment in pump house. Provide adequate metering for fill stands, including replacement of valves, relief piping and pressure regulators. Install new off-loading pumps at rail spur. Replace existing lighting system to meet current NEC requirements. Repair tank farm drainage system to prevent erosion of swales and pond. Install new Motor Control Centers, switchboards, panels. Reroute electrical and communications wiring to new con trol center. Replace aluminum piping with carbon steel. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY DURING THE RFP PROCESS. The RFP for this project will be issued on or around 5 April 2007, with proposals due 30 ca lendar days thereafter. Plans and specifications will not be provided in hard paper copy. The RFP and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issu ed. The hyper-link will not appear as a website address, but text as follows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Re gistration (www.ccr.gov). If you are a first-time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the RFP documents.
