- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-07-T-0072. This acquisition is issued as an invitation for bid (IFB). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2005-11, dated July 5, 2006. (iv) The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 to L-3 Communications Applied Technologies Pulse Sciences, 2700 Merced Street, San Leandro, CA 94577 The requested flash X-ray equipment was selected to be compatible with existing X-ray systems located at both Army Research Laboratory (ARL) Experimental Facilities 7 and 7A. These X-ray systems are used to instrument ballistic experiments that aid in the design of armor for the Future Combat Systems (FCS), Stryker, Abrams and Bradley. These Experimental Facilities also perform X-ray diagnostics on anti-armor systems such as seen in improvised explosive devices (IEDs) and rocket propelled grenades (RPGs). The current systems include 23 X-ray tubes and complimentary counter/timers, trigger amplifiers, digital delay generators, regulator panels, cables, and misc. small parts. The equipment chosen for this purchase can be incorporated into the existing syst ems without requiring replacement of other components. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals no later than 27 Mar 07. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whet her to conduct a competitive procurement. The associated NAICS code is 541380. Place of Performance: U.S. Army Research Laboratory, Aberdeen Proving Ground (APG), Armor Mechanics Branch, AMSRD-ARL-WM-TA, Building 393, Room 20, Aberdeen, MD 21005 and as outlined in the Description of requirements. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001, one (1) X-Ray System, CLIN 0002, three (3) 1MV Pulser, CLIN 0003, six (6) 300KV- Single Flash X-Ray tube, CLIN 0004, one (1) 150KV Tube Head and CLIN 0005, 2000- 150 KV Tube Head-Raw Cable. (vi) Description of requirements The acquisition of different x-ray equipment would require replacement of the entire system and result in a significantly higher cost to the government. This action is being taken under 10 U.S.C. 2304(c)(1), only one res ponsible source. (See FAR 6.302-1). (vii) Delivery is required within 180 days of receipt of contract. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
