- Description: See numbered note: 1, 12 and 26. NSN 2540-00-251-5012, winterization kit, vehicle, exception to drawing 11608958: use MIL-H-46792 in lieu of MIL-PRF-62550/3. Parts being procured in accordance with Army (19207) drawing 11601760 and all related data. The total quantity being procured is 44 each going to (W25G1U) New Cumberland, PA 17070-5001. Solicitation also requests incremental pricing for up to 70 each and includes an option for 44 each. This solicitation is an RFP and will be available on the Internet at http://www.dibbs.bsm.dla.mil/rfp after the issue date 4/3/07. Hard copies of this solicitation are not available. Technical drawings/bid sets are available after the issue date via e-mail at cddwgs@dscc.dla.mil or via voice mail to a 24-hour request line at 614-692-2344. Requests should include the RFP number, opening/closing date, NSN, purchase Request Number (e.g. YPC/YPE), buyer?s name and your complete name and address. FEDERAL, MILITARY AND COMMERCIAL SPECIFICATIONS CANNOT BE PROVIDED BY DSCC. This acquisition is set-aside for small business. While price may be a significant factor in the evaluation of offers, the final award decision will be based on a combination of price, delivery, and past performance as described in the solicitation. The required delivery is up to 44 each in 240 days and up to 40 each every 30 days thereafter until complete. In a final rule contained in the Federal Acquisition Circular 01-26 (Item 1, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certification electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certification Application (ORCA) as soon as possible since this requirement is now appearing in solicitations. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instruction and requirements in solicitation and contract awards.
