Description
OFFICE SPACE WANTED BY THE U.S. GOVERNMENT The General Services Administration currently leases 81,480 BOMA rentable square feet (69,258 usable sq. feet) of office space with 29 on-site parking spaces at 606 S. Olive Street in downtown Los Angeles. The space is occupied by the U.S. Executive Office of Immigration Review (EOIR) and Department of Homeland Security (DHS). EOIR occupies 56,441 rentable sq. feet (47,975 usable sf); DHS occupies 25,039 rentable (21,283 usable) sq. feet. GSA intends to negotiate a superseding lease at this location and increase the square footage. The proposed lease term would incorporate the remainder of the current lease term, which runs through late October 2009, plus another 5 years. The new requirement will increase to approximately 70,000 rsf for EOIR and 30,640 rsf for DHS (based on a 17.65% building load factor). GSA will consider other buildings that can provide this total requirement provided they meet the criteria in this announcement and can prove overall cost effectiveness when considering relocation costs of furniture and communications (data and voice), tenant improvements and other factors. The total rentable space must yield approximately 88,760 usable square feet for use by government personnel, furnishings and equipment ? 61,975 usf for EOIR and 26,185 usf for DHS. Floor plates must have potential for efficient space layout. A variety of inexpensive and moderately priced fast food and/or eat-in restaurants must be located within three blocks as well as other amenities such as retail shops, cleaners, banks, etc. must also be available within one-quarter mile. In order to evaluate the total costs to the Government, competing offers should include an improvement allowance of $37.75 per usable sq. foot for duplicating existing office space for the DHS and EOIR office areas, and $70.00 per sq. foot for constructing each of the 32 courtrooms EOIR requires (each courtroom measures approx. 600 sq. feet). In addition, moving costs of $5.00 per usable sq. foot will be added to competing offers. Buildings offered must be of sound and substantial construction of the type generally recognized as modern office having adequate means of ingress and egress; must fully meet the accessibility requirements of the Architectural Barriers Act Accessibility Standard (ABAAS); must be altered or constructed to meet the government?s requirement, and must be fully serviced. The building must also conform to the seismic requirements for new construction or the current edition of the Uniform Building Code if the lateral load resisting system is of concrete, masonry or steel composition. The buildings offered must not contain sprayed-on fireproofing or acoustical treatment containing asbestos.
