- Technology Transfer of Best Practices for Concrete and Concrete Pavements Potential Sources Sought. This is not a RFP. The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for an anticipated award to advance the knowledge and use of best practices for concrete and concrete pavements. The effort requires: development of training materials; delivery of seminars and related training activities; and, sponsorship of conferences for the highway community, including all of FHWA?s customers and partners concerned with the design, construction, repair, and rehabilitation of concrete pavements. The advancement of best practices for concrete and concrete pavements consists of three distinct yet related parts: Part A: Development of training materials; Part B: Delivery of seminars and related training activities; and Part C: Sponsorship of conferences for the highway community. Part A: Development of Training Materials The training materials needed for seminars, workshops and conferences will be prepared and distributed in both printed and electronic documents as needed such as, but not limited to, informational flyers, technical briefs, videos and technical reports. The major tasks are: Task 1: Develop a training syllabus and related materials needed by State DOTs to prepare their inspectors for the ACI Transportation Inspector Certification test. Task 2: Update and refresh course materials currently used for FHWA sponsored seminars. Task 3: Publish training materials in both printed and electronic formats. Task 4: Distribute sample copies of the materials and information on the Inspector Certification Program to each State DOT and to FHWA?s field offices including Division Offices, Federal Lands Offices, and Resource Center. Part B: Deliver Seminars and Related Training Activities The seminars and related training activities are for delivery as needed throughout the USA. The major tasks are: Task 5: Distribute marketing brochures to advertise the seminars and related training activities to State DOTs, FHWA?s field offices, and members of the concrete industry. Task 6: Provide two instructors and handout material for approximately twelve (12) seminars and related training activities per year incorporating information concerning the following subject areas. ?Cementitious materials and concrete mixtures ?Admixtures, including self-consolidating admixtures Task 7: Provide an evaluation report to FHWA and to the sponsoring State DOT for each seminar and related training activity conducted. Task 8: Conduct training sessions as needed for State DOT inspectors in preparation for administering the ACI Transportation Inspector Certification test. Task 9: Prepare a report on the activities under this cooperative agreement on an annual basis, and submit it to the Government. Part C: Sponsor National and International Conferences Currently, there are significant national and international conferences on concrete-related topics that are of interest to the highway community. This task would provide a means for FHWA to participate in and fund selected conferences as a co-sponsor. Task 10: Develop and routinely update a listing of national and international conferences on concrete-related topics that are of interest to the highway community and submit this listing to FHWA for review and prioritization. Task 11: Coordinate the process for FHWA participation in and funding of up to three (3) such conferences per year. The awardee selected will be expected to have capabilities in: ?Technical and engineering ? Capabilities to fully understand the technical aspects of materials and admixtures for use in concrete, concrete mixtures and properties of fresh and hardened concrete; and, the ability to convey that knowledge to other parties including but not limited to engineers, contractors and agency/owners of roadways. Technical and engineering staff members should be conversant in current and relevant topics concerning best practices for concrete materials and concrete production, and best practices for concrete pavement design, construction, repair, and rehabilitation. ?Communications and marketing ? Capabilities to develop, maintain and utilize a variety contact lists and mailing lists. Other capabilities that would be considered useful include editorial and document production services. ?Project management and reporting ? Capabilities to perform and/or direct the efforts of technical, engineering, communications, and marketing staff. Timely and cost-effective performance in each of these areas is required. The estimated period of performance for the project is five years. FHWA anticipates a level of effort ranging from 2 to 4 professional and technical staff members per year for the duration of the project. Note: the level of activity will greatly depend on continued and additional funding under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A legacy for Users (SAFETEA-LU) to FHWA. Capability Statements shall clearly identify the following items regarding the interested organization(s): (1) name and address of prospective organization(s); (2) technical capabilities to perform the work; (3) relevant experience and credentials; (4) synopsis of experience and expertise of potential staff; (5) relevant projects completed related to the anticipated objectives of the project with information on the client, scope, and products; and (6) a description of available facilities to perform the work outlined above.
