- This replaces the original synopsis in its entirety. The U. S. Coast Guard (USCG) intends to solicit and negotiate a sole-source contract with the Maritime Institute of Technology and Graduate Studies (MITAGS), 692 Maritime Boulevard, Linthicum Heights, MD 21090, under the authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, Only one responsible source. The most appropriate NAICS Code is 611519 with a small business size standard not to exceed $6,500,000. The USCG has a requirement to provide National Vessel Traffic Service (VTS) certification training to all newly hired civilian personnel and military personnel recently transferred to VTS, up to 60 students (quotas) per year with each class consisting of no more than 12 students. The course shall address the following topics: Introduction and Administration, Language, Traffic Management, VTS Equipment, Nautical Knowledge, Communications Coordination, VHF Radio, Personal Attributes, Emergency Situations, Security, Maritime Homeland Security, and a Final Examination. Instructional design support is also required. There will be an option for a VTS Supervisor Course. These courses are required to be taught using a combined Vessel Traffic Control simulator and Shipboard simulator. The combined simulators allow students in the Vessel Traffic Control simulator to control the traffic and interact with students operating up to eight simulated vessels in the Shipboard simulator. The Vessel Traffic Center shall be capable of providing detailed radar images, interactive vessel traffic using ship?s bridge simulators, various simulated environmental conditions, and radar topography. The VTS Simulator shall be Automatic Information System (AIS) capable and provide VHF/FM communications capabilities, and shall be equipped to allow at least two operators to work in the simulator simultaneously. The simulations shall be capable of presenting riverine, bay, and open ocean (approach) scenarios. MITAGS is the only known facility in the United States having such a combined simulator installed.
