Description
In October of 2003, the Secretary of HHS delegated authority under the HIPAA (45 CFR Parts 160 and 162, effective October 16,2000) legislation to CMS to maintain and distribute HCPCS Level II codes. In an attempt to provide a fair and equitable system for the modification process of the HCPCS Level II code set for use by all payers, it is crucial that we capture a balance of input from both public ( i.e., Medicare & Medicaid) and private insurers. The Centers for Medicare & Medicaid Services is seeking sources for the following requirement: The Level II Healthcare Common Procedure Coding System (HCPCS) is a standardized coding system that is used primarily to identify products, supplies, and services not included in the HCPCS Level I (CPT) codes. For example, ambulance services ad durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) are identified by the Level II codes when used in a patient?s home, or in an outpatient setting. Because Medicare and other insurers cover a variety of services, supplies, and equipment that are not identified by CPT codes, Level II codes were established for submitting claims for these items. There is a need to contract for consulting from the private sector in order to ensure that the operating needs of all payers are considered. In order to retain efficient coordination among national third party payers, we are soliciting proposals from such organizations. We have already identified a candidate through a prior Request for Quote. Also, the CMS HCPCS Workgroup currently has consultants in place to represent private payers. However, we are advertising to solicit proposals from other entities that may have qualifications that are equal to organizations that have previously demonstrated their capability, such as the Blue Cross and Blue Shield Association and America?s Health Insurance Plans. It is critical that all proposals for consultants to the CMS HCPCS Workgroup meet all of the following criteria at the time the proposal is received: A representative employee(s) or designee of a national third party payer; or a representative employee(s) or designee of a national association representing a large majority of national third party payers; Knowledge of all aspects and impacts, to represented insurers, of modifications to the national HCPCS Level II Code System; Insight into the needs of internal and external customers and users of codes; Extensive medical coding expertise; An organization with a system in place that would facilitate the processing of ?S? (primarily used by private sector) codes. We anticipate award of a government purchase order utilizing Simplified Acquisition Procedures (dollar threshold of $100,000).
