- This is an unrestricted procurement. Multiple Award Task Order Contract (MATOC) for Design-Bid-Build Construction Services and Design-Build Construction Services for Medical Facilities within the Honolulu District Area of Responsibility. This procu rement will consist of both Design-Build and Design-Bid-Build projects. The duration of the contract will be five years. The five-year term will consist of a base period of 2 years and three 1 year option periods. The maximum dollar value that the Gover nment will order under all of the contracts awarded will be $25,000,000.00. There is no maximum amount per base or option period. The guaranteed minimum quantity for the entire contract is $20,000.00 for each contract awarded. Selection will be based u pon evaluation factors which may include (a) interview, (b) Risk Assessment/Management (RAM)/Value Added (VA) Plan, (c) Past Performance, (d) Experience, (e) Small Business Program, and (f) Price. Traditional hard copies of plans and specifications will NOT be available for this project. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Technical Data Solutions (FedTeDS) website via access through the Federal Business Opportunities (FedBizOpps) web site located at http://www.fbo.gov/ on or about April 3, 2007. Offerors must be registered in FedTeDS to view/download plans and specifications. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerors must have and/or maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award. To register in CCR, go to http://www.ccr.gov. It is the offerors responsibility t o check for any posted changes to the solicitation. All offerors are encouraged to visit the Honolulu District Contracting Division's website at http://www.poh.usace.army.mil/CT/CT.htm to view other business opportunities. Small, small disadvantaged an d women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subco ntracts to the maximum practicable extent with small, small disadvantaged and women-owned small business concerns in accordance with the provisions of Public Law 95-507.
