Description
The Environmental Protection Agency (EPA) intends to award a contract for Glass and Quartz Filters with Whatman Incorporated , 9 Bridewell Place Clifton NJ 07014 on a sole source basis pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2) which implements 41 U.S.C. 253(c)(1)- " Only one responsible source and no other supplies or services will satisfy agency requirements." The EPA awarded Contract EP-D-05-014 to Whatman, Inc. in 2005. This contract contained a Base plus four option periods with an expiration date of 12/31/2009. This contract prematurely expired before all optons were exercised. However, the EPA continues to have an immediate requirement for Glass and Quartz Filters. This sole source contract will require the delivery of two unique types of high purity particulate air filters (22,000 each Glass filters and 76,000 each Quartz filters). The Quartz filters are used with a size selective sampler to collect PM-10(particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers) samples. The glass fiber filters are used with a Total Suspended Particulate (TSP) sampler. The filters shall be made from the same lot of raw materials for distribution to various Federal, state and local agencies. It is imperative that all filters of the same type from the same delivery contain a uniform level of impurities. Therefore, the contractor shall manufacture all filters for a delivery from the same sheet material using a single production line and one production run. This process assures filters with uniform characteristics and known quality assurance testing for the national particulate networks. Filters are required to undergo a 90 day acceptance testing period following production and prior to fielding. Additionally, any vendor other than Whatman would be required to submit samples of both Glass and Quartz Filters that are required to undergo and pass detailed inspection tests by the Agency prior to production. These tests take from 30 to 45 days to complete. All Filters are required to be ready for fielding no later than December 1, 2007. Only Whatman, Inc. can supply the needed filters within the time frame the EPA requires. Interested parties who believe that they are qualified to perform this effort within the time frames required by the EPA must submit a written statement of capability within 15 days of this notice to: Robert Flowers, RTP Procurement Operations Division, Mail Drop E105-02, Research Triangle Park, NC 27711 for consideration by the Agency. Capability statements should demonstrate a detailed plan for providing 50 Glass and 50 Quartz Filters for pre-production testing by the EPA and subsequent delivery of the required quantities of both types of filters by the end of August 2007. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The determination to compete the contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 334516, with a small business size standard of 500 employees. The intent of this notice is to determine if any sourc(s) exist, therefore, no formal solicitation (RFP) is available at this time.
