Description
DESCRIPTION: This contract is for excavation, data recovery, and documentation of one archeological site on Ross Lake during reservoir drawdown, approximately late April through early June, 2007. The contractor shall employ standard methods for surface mapping of artifacts, site mapping, excavation of shovel or test probes, excavation of stratigraphy trenches and pits, and full-scale excavation using 1x1 and 2x2 m square excavation units, as needed to perform data recovery. The contractor shall employ standard laboratory and analytic techniques to describe, identify, and classify archeological collections, as well as prepare an inventory of all artifacts recovered from excavation units, to include their provenience, class or artifact category, age assessment, and context (in situ or disturbed). The contractor shall prepare a report describing laboratory methods, field methods, and their results, along with archeological interpretations of the data that address issues and objectives of the research design. The site's annual exposure to reservoir shoreline erosion processes may have altered site conditions since original field testing in 1989-1990. No pre-contact period human burials, gravesites, ceremonial features, or sacred objects have been recorded or reported at the project area or within the park boundaries. The historic gravesite of John McMillan is located far to the south of this project area. The contractor is strongly encouraged to seek qualified field workers among members of the three Skagit River tribes, to the extent possible. At the contractor's request, NPS staff will provide contact information for each of the tribes, which include the Sauk-Suiattle, Swinomish, and Upper Skagit. LOCATION: The project area is located within the drawdown zone at the southern end of Ross Lake near Roland Point backcountry campsite, eastern Whatcom County, Washington, on lands managed by the National Park Service. It is comprised of the exposed and devegetated reservoir bottom lands ("drawdown zone"), where reservoir sediments and eroded soils are exposed to air for a short time each year. Directions to the site will be provided in the RFQ, but be advised there is no direct road or trail access to this site. The NAICS code for this project is 541720 and the small business size standard is $6.5 million.
