Description
This notice constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). A formal Request for Proposal (RFP), solicitation, and/or additional information regarding this announcement will not be issued. Request for same will be disregarded. Due date for White Papers in response to this BAA is no later than 27 April 2007 by 2:00 PM Central Daylight Savings Time (CDT). Naval Surface Warfare Center, Crane Division (NSWC Crane) and the Office of Naval Research (ONR) are conducting Research & Development (R&D) in connection with the Next Generation Airborne Electronic Attack (NGAEA) Enabling Capability (EC) project. The efforts solicited via this BAA will constitute Phase 0 - System Concepts & Technology Needs Identification. NSWC Crane will not issue hard copies of this announcement. NSWC Crane reserves the right to select for award and fund all, some or none of the proposals in response to this BAA. ?The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will not be reimbursed. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. It is the policy of NSWC Crane to treat all proposals as sensitive competitive information and to disclose th eir contents only for the purposes of evaluation. Awards will take the form of contracts. Therefore, proposals submitted as a result of this announcement will fall under the purview of the Federal Acquisition Regulations (FAR). Specific information about this BAA and amendments and updates to this BAA will be found at the site under the heading http://www.crane.navy.mil/acquisition/synopbaa.htm . I.? GENERAL INFORMATION 1. Agency Name: ?Naval Surface Warfare Center , Crane Division (NSWC Crane) 2. Research Opportunity Title: Next Generation Airborne Electronic Attack (NGAEA) Phase 0 - System Concepts & Technology Needs Identification 3. Program Name: Future Naval Capability, Sea Strike, Enabling Capability #STK-08-04 4. Research Opportunity Number: N00164-07-R-8206 5. Response Date: White Papers: Due by no later than 2:00 pm CDT on April 27th 2007. Full Proposals: Due by no later than 2:00 pm CDT on July 27th 2007 6. Research Opportunity Description: NGAEA EC Synopsis: The NGAEA EC project is intended to be a 5-year effort to develop sub-system and component technologies to required levels of technology and manufacturing readiness to support transition to a Next Generation Jammer program (NGJ). NGJ is intended to develop and field stand-off and modified escort support jamming systems, with potential application at the sub-system level to stand-in jamming systems. ??The planned approach for EC is a phased project, structured to align with the NGJ program schedule, which envisions an incremental capability development. The efforts solicited via this BAA will constitute Phase 0 [Year 1- Government Fiscal Year (FY) 2008] of the EC project. Phases I through III will follow across FY 2009 through FY2012 and involve design, fabrication and testing of component and sub-system technology demonstration hardware and software. The contracting strategy for Phases I through III is a Multiple Award, Indefinite Delivery Indefinite Quantity (MA/IDIQ) co ntracting vehicle, which will allow for definitization and delivery order award of a range of technology development efforts to multiple, participating contractors. The MA/IDIQ solicitation is planned for issue in FY 2008, leading to Phases I-III awards beginning in FY 2009.?
