- THIS IS A SOURCES SOUGHT NOTICE/Request for Information (RFI). In accordance with Federal Acquisition Regulation part 10.002(iii) the U.S. Coast Guard is conducting market research to identify commercially available market sources for a one-piece High Resolution, Color, Micro Camera System (or Helicopter Airborne Video System (HAVS)) that will be mounted to the hoist of Coast Guard helicopters to capture video during hoisting evolutions. The Coast Guard does not want to develop new technology and is seeking to identify Camera Systems that are available in the commercial market place. The HVAS shall meet the following general requirements: 1) Withstand vibration and temperatures (approximately -40? C to +55? C) associated with helicopter operations; 2) Environmentally sealed; 3) Operate on 28VDC @ less than 2 amps; 4) Output one RS-170 (NTSC) video channel; 5) Camera will provide high resolution video; 6) Capture view of partial cabin and scene below helicopter while hoisting between 40 and 100 Feet. Legacy cameras are ? inch CCD camera with a 4mm lens (Approximate angle of view 69? X 92?); 7) Pass an Electro Magnetic Compatibility (EMC) test; 8) Camera, camera housing and camera mount must weigh no more than 2lbs.; 9) Be corrosion resistant; 10) Should not exceed 2.5? x 3?x 6? (H X W X D); 11) As an objective the external electrical connectors shall be in accordance with MIL C 38999 series 53. Connectors shall be selected so that contacts on the live or hot side of the connector are socket type (not pin type) to minimize personnel hazard and to prevent shorting of electrical components shall be mounted on connectors. Two neighbor pins shall not carry live voltages of opposite polarities. Video connectors shall be 75 ohms impedance ; 12) Be capable of manufacturing custom camera mounting brackets for this integration effort; 13) Provide long term support (10 years) for Helicopter Airborne Video System; 14) Interface Control Drawings. The contractor shall provide Interface Control Drawings (ICDs) to include drawings that clearly show the HAVS signal interface requirements. The ICD shall include a table that clearly describe in full detail all cable signal functions and descriptions and connector information that will aid the Government in troubleshooting the system., and 15) Integration support: The supplier shall provide technical support for the Coast Guard HAVS integration effort. Interested companies are encouraged to respond to this announcement as soon as possible. Responses should include a) name and address of contractor; b) Cage Code; c) point of contact including name, title, phone, and email address; d) equipment specifications, options, descriptive literature, brochures, price ranges and should include if item is of a type customarily available in the commercial marketplace, of a type customarily available in the commercial marketplace with modifications, or used exclusively for governmental purposes; e) state if manufacturer or distributor of the product; f) state whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small business in terms of the NAICS code; g) GSA Contract information if applicable, and other information that provides the Coast Guard with a more accurate picture of the potential marketplace for any subsequent requirement. The NAICS is 334511 and the small business size standard is 750 employees.
