Description
In accordance with FAR subpart 13.106(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to Jose Luis Carlosama, in the amount of $40,500 for the Creation of Final Analysis Data Sets and Electronic Files for Reproductive Health Survey Data and Reports. This project also involves the creation of complete sets of data files and documentation standard format for twelve Eastern European surveys. It also requires archiving and distributing survey data and final reports more efficiently and economically and makes data and reports available through web application involving 24 published reports, creating PDF files from scanned documents and introducing electronic bookmarks so the reader can navigate through the document by chapter. CDC believes that Jose Luis Carlosama is the only individual that can meet the requirements of the order because He has demonstrated experience in managing and producing electronic files, including scanning and preparing PDF files. Mr. Carlosama is a skilled SAS programmer and has experience in creation of data sets for survey data. His educational and professional experience with the Center for the Study of Population and Social Development indicates his understanding of the survey process and materials developed from Reproductive Health surveys. Mr. Carlosama ability to speak Spanish is a pre-requisite for completing the work, given that 60% of the reports to be scanned and developed are in the Spanish language. His academic training in informatics and computer science provides a solid foundation for providing technical support in the required activities. Mr. Carlosama?s Spanish-language capabilities and his ability to program in SAS and clear understanding of how survey data sets are arranged, organized, and documented are unique skills. Interested parties who feel that they possess the capabilities to provide this service described above should submit a capabilities statement demonstrating their abilities to provide the service. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion on of the government.
