Description
The Social Security Administration (SSA) intends to negotiate with Northrop Grumman Computing Systems, Inc., located at 7502 Greenway Center Drive, Suite 1000, Greenbelt, Maryland 20770, on a sole source basis under the authority of Section 4202 of Pub. L. 104-106 and the Federal Acquisition Regulation (FAR) Subsection 13.501. SSA intends to purchase Cisco Network Optimization Service (NOS) for Routing and Switching, including Software Strategy Engineering Support, Engineering Knowledge Transfer, and Operational and Focused Engineering Support in regards to the SSANet enterprise network. The period of performance shall be for twelve (12) months. This service will be conducted at the National Computer Center, located at 6201 Security Boulevard, Baltimore, MD 21235. The Government anticipates a firm-fixed priced purchase order. For the past seven years, operations essential network devices utilized by SSANet have been purchased and are currently supported (design, configuration, installation, and troubleshooting) solely by Northrop Grumman. NOS services provide for and facilitate communications on complex and problematic technical issues and logistics in relation to SSANet. Clean lines of communication and being able to work along with a Contractor knowledgeable of SSA's network topology and Cisco are at the essence of these services. Inclusion of any other vendor will potentially interfere in the support for the current SSANet network infrastructure and lead to the disruption of these clean lines of communication, the result being quality degradation in services received. Therefore, Northrop Grumman is the only known contractor with the capacity, in place engineering support, history, as well as Social Security network staff relationships and contacts to ensure the systematic and consistent flow of information and service required to effectively and efficiently deliver these NOS for SSANet. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Verbal responses are not acceptable and will not be considered. All responses to this notice shall be submitted no later than ten (10) days of this publication.
