Description
Survey of Commercial Interest I. Introduction: Your firm is invited to participate in a survey to determine commercial interest in bidding to perform logistics and public works services including engineering, transportation and maintenance activities currently being performed by civi l service employees and contractors at Dugway Proving Ground (DPG) in Dugway, Utah. This market research is seeking information related to: (1) obtaining expressions of interest from all businesses for the A-76 Competition at the prime contractor level; ( 2) determining the technical and financial capability of companies interested at the prime contractor level and, (3) to roughly gauge the capability of those interested large or small business firms or teams as viable contenders at the prime contractor lev el. II. Purpose: The Department of the Army (DA) Installation Management Command (IMCOM) is conducting Preliminary Planning to determine the feasibility of competing the Directorate of Installation Services (DIS) or the Logistics and Public Works functions i dentified in this survey at Dugway Proving Ground. Your input will help determine the most appropriate scoping and grouping of these functions for commercial competition in anticipation of releasing a solicitation under Office of Management and Budget (OM B) Circular A-76. III. Background: U.S. Army Dugway Proving Ground is a major range and testing facility, and the primary chemical and biological defense testing center under the Reliance Program. DPG testers determine the reliability and survivability of all types of mi litary equipment in a chemical or biological environment. The Proving Ground covers 798,214 acres. It is located in the Great Salt Lake Desert, approximately 85 miles southwest of Salt Lake City, UT. It is surrounded on three sides by mountain ranges, the Proving Ground terrain varies from level salt flats to scattered sand dunes and rugged mountains. The DIS provides the support services at Dugway for the following functional areas: Logistics: - Logistical Plans and Operations; Supply and Services; Mainte nance; and Transportation; and Public Works - Operations and Maintenance; Engineering; Business Operations/Integration; and Housing. The Logistics personnel have overall responsibility for coordination, planning, safety, and execution of the major logist ics responsibilities such as supply, maintenance, and transportation. The Public Works personnel have overall responsibility of the engineering, structure and grounds activities. Logistics and Public works activities support DPGs mission To Serve Americ a's Soldiers, Citizens, and Allies by operating Our Nation's premier Defense proving ground; to provide quality testing, data and information. The functions under consideration at Dugway Proving Ground include 39 Full Time Equivalents (FTE). IV. Questions: The questions are divided into two sections: basic company information and market interest. The company information questions cover contact information, North American Industry Classification System (NAICS) codes, company size, current fir m functional capabilities, past performance and level of interest (ranked 1-5). The market interest questions allow for the ranking of initially proposed grouping options, alternative scenarios and documentation of key risk areas. V. Instructions: This Request for Information (RFI) is being issued on an open market basis to the private sector community. This RFI is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obli gate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is co nsidered to be market research as described by the Federal Acquisition Regulation (FAR) 2.101 and in accordance with FAR 10.002(b)(2)(iii).
