Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This proc urement is a 100% set-aside for small business concerns under NAICS Code 326130 (SIC 3083) with a size standard of 500 employees. The USACE, Vicksburg District has a need for the following: 48 Ballistic Grade E-Glass armor panels meeting the following requirements: 1. Panels shall meet the ballistic performance requirements as described by Underwriters Laboratory (UL) 752 Level 3 ballistic rating. Adherence to the ballistic performance criteria must be verified by a third party independent testing lab approved by t he Defense Logistics Agency (DLA), including but not limited to the Underwriters Laboratory, H.P. White Laboratory, and the United States Test Laboratory. 2. Panels shall be 48 x 120 and shall be manufactured within tolerances as defined by ASTM D3917 with the additional limits: A. Panel thickness should be no greater than 5/8 with fabrication tolerance as described by ASTM D3917. B. Minimum weight of panel is 3 lbs per sq. ft. C. Maximum weight of panel is 6 lbs per sq. ft. 3. Panels shall be fabricated with a thermoset resin with a glass transition (Tg) no less than 175 degree Fahrenheit. 4. For every 1000 panels produced, five 12x12 samples will be selected and tested for adherence to UL 752 level 3 ballistic rating performance criteria. Ballistic testing will be conducted by a third party independent testing lab selected by DLA. Delivery is to be made NO LATER THAN 04 April 2007. Delivery is to be made to: U.S. Army Engineer Research and Development Center (ERDC), CEERD-GS-V, Bldg 5001, 3909 Halls Ferry Road, Vicksburg, MS 39180. Offerors MUST INCLUDE a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer.
