- This solicitation is Unrestricted. Estimated cost of construction is $5,000,000 to $10,000,000. The NAICS Code 237990 assigned is with a Size Standard of $28.5M. Construction completion is 365 days. Work consists of construction of a new Niche bo undary wall, with approximately 6,567 pre-cast niches set in a reinforced concrete structure. Structure is clad in limestone with marble niche covers and stone veneer. Walks consist of flagstone and pre-cast concrete pavers. Sitework consists of major e arthwork, storm drainage, water, electrical service, minor landscape and turf replacement. NOTE: A pre-bid site visit will be held at Arlington National Cemetery on 9 April 2007 at approximately 10:00am. Contact Rajiv Singh at 202-369-1805 for the exact location and time. No other site visits will be scheduled. This procurement will be evaluated for Best Value for award of the project. The evaluation criteria will be set forth in the solicitation package. Large Business firms are required to submit a subcontracting plan at the time for receipt of their proposals. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for women-owned small business, 3% for hubzone small business, and 3% for veteran-owned and 3% f or service-disabled veteran-owned small businesses. Small Disadvantaged Buinesses must contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without an SBA SDB Certification, neither a prime con tractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors.
