ECBC CENTER FOR APPLIED BIOTECHNOLOGY Classification: Research and Development Type: Procurement Subtype: Services Agency: U.S. Army, Edgewood Chemical Biological Center (ECBC) Title: U.S. ARMY (RDT&E) AND MANAGEMENT CENTER Description: The U.S. Army ECBC is studying the utility of establishing a virtual Center for Applied Biotechnology (CAB) for the purpose of conducting Research, Development, Testing & Evaluation (RDT&E) of relevant militarily biotechnologies. In particular, the focus of the CAB will be on areas that have critical applications to the Armys Current and Future Fights. The CAB will be responsible for carrying out all of the sustaining operation and management activities for the Government. Initially this will consist of establishing the management infrastructure required to execute the CABs operations. It also includes building a consortium of academic, commercial/industrial and other government organizations that will comprise the Research Consortium, and coordinating the issuance of research announcements to the consortium as well as the resulting award and execution of selected proposals for research and development activities in specific key technology focus areas. The CAB will also emphasize education and training in emerging biotechnology specialties that could contribute to future Army needs and requirements. The CAB will serve as the Armys trusted agent in carrying out the activities and tasking required to realize the above objectives. One of the major objec tives of the CAB is to develop a laboratory facility to conduct test and evaluation of technologies that are of interest to the Army and other Government agencies. The collaboration will allow the Government to achieve cost savings and performance improve ments. In establishing CAB, the Government will set forth the following requirements: (1) the contractor must have a location on neutral ground outside control of any one agency; (2) the contractor must possess classified meeting facilities and classified laborat ories facilities to conduct technical meetings and RDT&E at the Top Secret level; (3) the contractor should to be a non-profit or Federally Funded Research and Development Center (FFRDC); (4) the contractor must have established contacts with multiple Gove rnment agencies to further the goals of the CAB; (5) the contractor must provide the Army with a professional and stable workforce to provide a source book (corporate memory) for the Army in product integration; (6) because the contractors workforce will be required to support the government in advancing projects from the 6.1  6.2 level to product development and delivering prototypes to their customers, the contractor must have staff members with demonstrated experience in conducting field tests for spon sors to complete the transition from the laboratory to the customer and the contractor must have demonstrated experience in conducting rapid prototyping for mission critical Army programs; (7) the contractor must have onsite access to a BSL-3 pathogen labo ratory that conducts S&T projects at the SECRET level. The BSL-3 facility must be staffed by BSL-3 trained microbiologists and virologists with appropriate immunization against relevant agents; (8) the contractor must have demonstrated experience in leadi ng and managing large Government programs involving multiple team members; (9) the contractor, through its educational, non-profit status, can draw on research and development resources over a broad spectrum of subject areas related to biotechnology and mi litary engineering and development; and (10) the contractor must have on-site educational opportunities for Army personnel to include retraining and continued education of BRAC employees at the undergraduate and graduate level ; the contractor must have a facility with a network of at least 50 computer workstations that run group decision support software at the SECRET level.
