- The scope of this project requires the contractor to furnish all supervision, plant, labor, materials, tools, and equipment to repair the pier jetty, pipeline supports, and road surface at the DeLong Pier. The work includes, but is not limited to: Repair and bracing of approximately 600 meters of the 10 inch pier offloading pipeline, which extends into North Star Bay. Work items include reconstructing expansion loop on pipelines, replacement of inadequate pipe supports, realignment of pipelines, and repair and maintenance of the pipeline access road. In addition, work includes installation of protective guard rails to prevent piping system from vehicle impact at the marine pier area. Ensure supports are installed deep enough to prevent movement from frost heave. Piping system requiring guard rails is estimated to be 600 linear feet. Regulatory requirement is to provide traffic bollards/guard rails to protect fueling piping and equipment on piers, wharves, and roadways (UFC 3-460-01). Piping systems shall be supported and protected against physical damage and stresses arising from impact, settlement, vibration, expansion, and contraction. The location of Thule Air Base limits exterior work to the months of June through September, although work is sometimes possible in May or October. Additionally, Thule Air Base's location demands that all supplies/personnel must be shipped/transported in/out via air/sealift. Thule Air Base is not a commercial air/sea port and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. The estimated magnitude of this project is between $1,00,000 and $5,000,000. The performance period for this phase is 365 days. There is a 245 calendar day winter exclusionary period from 15 September to 15 May wherein no work will be permitted. This period is included in the total performance period. FUNDS ARE PRESENTLY NOT AVAILABLE, BUT ARE EXPECTED TO BE MADE AVAILABLE BY MID APRIL 2007. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION, EITHER BEFORE OR AFTER THE PROPOSAL CLOSING DATE. Price-Performance Tradeoff (PPT) shall be used as the method of evaluation. It is anticipated the solicitation documents, including specifications and drawings, shall be posted electronically on or about 28 March 2007. Any and all amendments shall be likewise posted. This solicitation and award is restricted in accordance with 10 U.S.C. 2304(c)(4) International Agreement, to US, Danish and Greenlandic firms. No hard-copies of the solicitation will be distributed.
