Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Pediatric Oncology Branch (POB), Comparative Oncology Program (COP)plans to procure on a sole source basis with Cavance Laboratories, Inc., 3301 Kinsman Blvd., Madison, WI 53704 for method validation and sample analysis of Rapamycin in dog plasma. In an effort to establish the organizational infrastructure to undertake translational clinical trials in companion animals, the CCR-COP has formed the Comparative Oncology Trial Consortium (COTC). This new drug development consortium is based on collaborative relationships with accredited schools of veterinary medicine. The COTC will initiate trials in collaboration with NCI investigators, academic institutions, and the pharmaceutical industry. These trials will be implemented through the collective caseloads of the COTC membership institutions with trial design, oversight, data management, and assessment of biological endpoints organized by the CCR-COP. These trials will be small in scale and will emphasize the assessment of biological questions related to drug development. The design of these trials will answer essential questions emerging from the development plans of agents destined for human patients. The second trial that has commenced is COTC003: The evaluation of mTOR inhibitor Rapamycin in dogs with ostesracoma. Serum, plasma and whole blood will be collected at various times within the study protocol and will be used for pharmacokinetic analysis and immune competence assays, as well as archived for future post hoc assessments. In order to complete the data analysis of this trial the services of Covance Laboratories are required to perform method validation and sample analysis of rapamycin in dog plasma. Covance Laboratories is the only laboratory in the world, known to the NCI Researcher that will provide method validation and sample analysis of rapamycin in canine samples. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service they may submit a capability statement. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on March 19, 2007. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov. It is the vendor's responsibility to call (301) 402-4509 to verify questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA).
