Description
The Natural Resources Conservation Service, Tennessee, announces a Request for Qualifications (RFQ) for Registered Land Survey firms interested in contracting for land boundary survey services. SF-330, Architect-Engineer Qualifications, is NOT being requested. Interested parties should submit a qualification statement on the firm?s letterhead that addresses the rating criteria listed below. The rating criteria is shown in descending order of importance with items 1-3 essentially equal and items 4-5 also essentially equal. Qualification statements are limited to three letterhead pages (8.5 X 11), single or double spaced, and printed front side only with a font size no smaller than 10. Professional Qualifications ? Current Tennessee Land Surveyors License Number. This is a pass or fail factor. 1. Professional capabilities to include specialized experience and technical competence. 2. Knowledge of the general survey area and local courthouse legal description/plat map requirements to include the number of surveys conducted in Tennessee within the last five years. 3. Capacity of the firm to accomplish the work 4. Equipment Capabilities ? such as, total station, GPS survey grade field equipment and AutoCAD drawing capabilities. 5. Past performance ? with respect to cost control, quality of work and compliance with performance schedules. 6. Specialized training ? in areas such as AutoCAD, Engineering Software such as eagle point, civil soft, etc) GPS, specialized training in surveying, and membership in Tennessee Association of Professional Surveyors, (TAPS). All firms will be evaluated on the above factors which are shown in descending order of importance. Selection of firms shall be through an order of preference based on qualifications necessary for the satisfactory performance of the type of professional services described above. This announcement constitutes the only solicitation. The government contemplates the award of three to five Firm-Fixed Price; Requirements type contracts resulting from this competition. Each contract will designate a specific zone or group of counties of coverage with all delivery orders for that zone being placed with that firm unless there are other appropriate factors for consideration such as one of the other awardees having performed a previous survey of a contiguous tract under a previous contract, limited capacity of the firm under contract to perform additional work assigned to that requirements zone considering current work orders and services being provided other clients, and other factors as appropriate. The initial contract period will be for one year and the government may, at its option, extend the contract to a maximum of five years by exercising each of the four one year renewal options Work under each of the contracts will be subject to satisfactory negotiation of individual delivery orders regarding time of delivery and pricing. Delivery Orders are expected to include land survey work on lands where NRCS and other USDA agencies are authorized to work under various programs. All drawings will be submitted using AutoCAD, version 2000 or later or other similar CAD software that is directly convertible to AutoCAD. All requirements of this announcement must be met for a firm to be considered to be responsive. Offerors that fail to submit the required information or adequately address the required information may be rejected. Interested parties must submit 2 copies of their qualification documents. Submittals are due April 24, 2007 by 3:30 PM local time.
