- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-15 and VAAR 97-10. The NAICS code is 423110 and small business size standard is 100 employees. This solicitation is unrestricted. The resultant contract will be firm-fixed-price. Date of delivery on or before May 4, 2007. Description of item: Mobile Pharmacy Vehicle, Quantity: 1 unit. Description of requirements for the product to be acquired: 480 square feet of space when fully deployed, self-deploying system (2 person operation) in under 30 minutes, fully transportable that can be towed by a standard SUV towing package; lockable cabinets and countertops for the preparation, dispensing and storage of medications; on-board deployable awning; ability to house six personnel (2 three-person bunks); on-board leveling system; adaptability for 36" x 72" loading/wheelchair accessible ramp; insulated sidewalls and ceiling; certified to withstand 100 to 120 mile per hour winds without tie downs; appropriate heating and cooling units; interior divider walls; HEPA filtration with environmental control HVAC that meets JCAHO specifications;, airlock egress system; solar panel electrical system; electrical capability sufficient to operate all onboard systems in addition to satellite system, multiple laptop computers and printers; hygiene system (shower, sink, toilet); laundry facility; kitchen facility; communications; water purification; quick links to other systems; exterior data ports and electrical connectivity; data lines; telephone lines; cable type TV connection (or satellite). After delivery and acceptance of the mobile pharmacy vehicle, the contractor will provide storage for a period of five (5) years. While in storage, the vehicle shall be maintained and kept in good working condition. Upon written or verbal notice from an authorized Government representative, the contractor will deliver the vehicle to the location identified within 12 hours of the notification. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. All responsible sources that can meet the requirements and provide items as listed may respond to this solicitation by submitting a combined Technical proposal (which includes a design drawing identifying the area dimensions and placement of items as listed) and a Price proposal that includes delivery time after receipt of order. Any offer that does not meet the solicitation requirements will be rejected as non-responsive. Proposals will be evaluated for price and technical capability as stated in the requirements above. The storage and maintenance cost shall be priced separately from the cost of the vehicle. Offerors are to include a complete copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Also, the following Federal Acquisition Regulations (FAR) provisions and clause apply: 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and within this provision under paragraph (b)(14), (15), (16), (17), (18), (19), (20), (21), (24), (26), and (31), Veterans Affairs Acquisition Regulation (VAAR) 852.603-70, Representatives of Contracting Officers, 852.270-4, Commercial Advertising, 852.273-70, Late Offers and 852.273-74, Award without Exchanges. Award will be made to the offeror determined to be the Best Value to the Government. Evaluations may be made with or without discussions with the offeror(s).
