- Description
- This is a combined solicitations/synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provisions and clauses in effect through FAC 2005-15 are incorporated. Solicitation number 263-2007-Q-(DQ)-0109 is being issued as a request for quotation (RFQ). This is a 100% Set Aside for small business with a North American Industrial Classification System (NAICS) 541720. The period of performance is for a period of (9) months from date of award With (1) One year option. The number of hours is 625 for the base year and 832 hours for the option. The work schedule is flexible. This requirement is for a Contractor to lead efforts for the Development of Research Areas in Genetic Epidemiology in the Behavioral and Social Research Portfolio. The Services of a senior scientist are needed to assist BSR in defining and establishing research goals and to build research directions at this intersection of genetics and the social sciences. A multidisciplinary background, coupled with specialized training in genetics, is required. The Contractor shall formulate research plans for the development and expansion of the genetic portfolio, including the integration of complex statistical and genetic methods; translate hypotheses into research designs; advise and consult in the planning of genetic epidemiological studies; and evaluate and consult on research projects in genetic epidemiology. Identify promising new areas of research at the cutting-edge of this rapidly expanding area of scientific inquiry. This task will include working on trans-NIH committees and initiatives in genetic epidemiology that are of relevance to BSR and to NIA more broadly; translate these ideas into program activities that will build BSR??s portfolio in genetic epidemiology, including: a. Development of program interests through Contractor??s representation of BSR/NIA at professional meetings and conferences and through identification of Contractor as a contact person at NIA for the Individual Behavioral Processes and the Population and Social Processes branches b. Development of research summaries related to areas of focus, including writing material to be included in the NIA/BSR Sourcebook c. Writing of program announcements for the development of directions in genetics that are congruent with the objectives of BSR d. Development of research portfolios within BSR on the ethical, legal, social, and economic implications of human genetic and genomic research e. Attendance and participation in pertinent NIH meetings, including planning retreats, Council-related meetings, and funding meetings f. Organization and conduct of workshops, identifying and overseeing the initiation of required purchase orders that outline deliverables for invited participants. May need to be changed on as needed basis. 4. Government Responsibilities ?X Relevant technical and administrative documents necessary for the Contractor to complete the terms of this contract; ?X Access to computerized data systems, as necessary for Contractor??s responsibilities; ?X Access to library materials (including the ability to borrow library materials) and research resources; ?X Travel as deemed necessary by the Project Officer. 5. Reporting Requirements and Deliverables In addition to performing on specific assigned tasks, below Contractor will submit a monthly report describing activities undertaken on behalf of BSR and including progress/problems on assigned tasks. The Project Officer will monitor the timeliness and quality of tasks and deliverables. Task descriptions. The Contractor shall perform specific tasks as follows: Behavioral and Social Research provide: Data Sharing Plans for Biological/Genetic Data Collected in Population Surveys Report with recommendations for BSR policies on Data Sharing agreements for grantees collecting biological and genetic data in conjunction with household/ population surveys and longitudinal studies. To be based on workshop reports and liaison with other NIH and HHS activities. The deliverable will be a Report with recommendations; Attend meetings and conferences and advise BSR about implications To include Chicago Biomarkers meeting and Behavioral Genetics Association (BGA) meeting in Amsterdam, the Netherlands. The deliverables are reports on Chicago Biomarkers meeting and Behavior Genetics Association Prepare: Introduction to Journal Special Issue Introduction to special issue of papers from 2006 BGA symposium The deliverable is Introduction for BSR review; final introduction for submission to journal Participate in BSR Meetings on Genetics Participate in and contribute to 2-day meeting of experts on Economic Phenotypes. The deliverables are to suggest meeting presenters advise on agenda, Summarize recommendations and conclusions of meetings as they relate to BSR. Provide Portfolio Services Program-related work including, but not limited to: making recommendations on training and career development needs and on new program initiatives, to develop areas of science identified as needed program development; interaction with grant applicants; review of applications for relevance to BSR; trans-NIH activities (including Trans-NIH Committee on Genetics, Behavior, and Social Sciences); mentoring HSAs/research analysts in genetics; and other program-related work. The deliverables are to provide Written reports to BSR on meetings attended and summary reports for each month describing program-related work performed, with the number of hours spent per task noted. Write a chapter for inclusion in National Academies of Science volume on Cells and Surveys, synthesizing results and analyzing issues in collection of biomarkers in survey research on aging. Write genetics sections of Science Advances, Areas of Emphasis, Activities and Accomplishments, and Future Directions Source book 2008. The Evaluation Factors are: Advanced degree in genetics and life-span development, studies in genetic epidemiology and gene-environment interactions, studies in human development, studies combining behavioral sciences and biology. (10 points) Experience Knowledge Areas (15 points) Twin studies,, longitudinal data analysis methodology, behavioral and social science studies, Behavioral phenotypes ?V priorities and measurement issues, Data sharing and data protection in the US and in European countries, Ethical, legal, and social implications of human genetics and genomic research, knowledge of federal mandates on human subjects and research protections, 3. Indepth Knowledge of Functioning of Behavioral and Social Research Extramural Program (15 points); understanding of NIH grant application process and cycle; understanding of BSR??s research emphases; Ability to understand advances in new genetic areas and intersections with behavioral and social sciences, that will help BSR develop and maintain cutting-edge directions in these new areas. Ability to participate effectively in trans-NIH committees and working groups on genetic epidemiology and epignetics. Understanding of advances in molecular and statistical genetics and gene-environment interactions and their potential for integrating genetic inquiry into behavioral and social research. Ability to (1) formulate research plans for the development and expansion of BSR??s genetic portfolio, including the integration of coples statistical and genetic methods; (2) plan a portfolio of genetic epidemiological studies and assess priorites for the data infrastructure needed for both US and research. 4. Skill in writing and Editing About Genetics Topics. (10 points) Ability to develop research summaries related to areas of focus; Ability to write program announcements for the development of directions in genetics that are congruent with the objectives of BSR, Ability to synthesize research summaries findings from BSR??s portfolios for genetics sections of the Sourcebook (annual report). Ability to report on genetic meetings attended and genetics findings in a manner that non-geneticist scientists in BSR can understand the significance to the areas of (1) individual behavioral development and aging, and (2) population and social factors in aging; Ability to edit special issue of peer-reviewed journal on genetic topics of importance to behavioral and social sciences. 5.
